It is the highest authority constituted by Government of India to look after the affairs of the institute. This council is headed by Mr. Ajit Kumar, Secretary Industrial Policy and Promotion, Ministry of Industry.
It is a committee represented by Senior Executives from Pulp & Paper Industry and plays a vital role in planning of research project.
Ø To promote research and scientific work with paper and pulp industries.
Ø To establish and maintain laboratories, pilot plant and workshops for paper and pulp research and conducting experiments.

Raw material for paper industry :
The institute played a very important role in identification of alternate raw materials as for sustainability of the industry.
Processing Technology :
Subject is helping the industry to identify and develop technologies ideal for indigenous raw materials. It has developed some of the following technologies :
Ø Desilication of straws and bamboo black liquors for control of solid waste pollution.
Ø Thermal depolymerisation of bagasse black liquor for improved energy generation.
Ø Bio-energy recovery from pulp and paper mills waste to reduce pollution problem in small mills.
Ø Application of double wire press for washing of agro residue pulps.
Ø Environmentally friendly pulping & bleaching processes.
Ø Direct alkali recovery system for small agro based mills.
Ø Newsprint grade pulps from Jute / Mesta.
Some of these technologies are well accepted by the industry.
Resource Recovery &
Conservation :
Subject is playing an important role and R & D projects have been formulated to achieve targeted Resource Recovery and Conversation in paper industry.
Quality Standardisation :
Paper is one commodity where desired quality standards are required to be maintained. The standards formulated by Bureau of Indian Standards (BIS) are generally followed by the paper industry. The institute is assisting industry in testing the quality standards of paper & paper products and the conformity of BIS standards.
Environmental protection :
Keeping in view the emerging environmental issues like control of chlorinated compounds in paper products and effluents, particulate emissions through gases, odour control and the solid waste pollution problem, a number of sponsored projects taken up in related area by the institute.
Technology Transfer :
Following are the technologies developed / modified by the institute for the paper industry :
Ø The world's first desilication technology developed by the institute was demonstrated on full scale, the transfer of which could not take place till 1997, primarily due to lack of interfacing. In 1997, the subject agreed to promote the technology through license agreement and is now promoting the technology and identified a number of clients.
Ø Technology for bio-energy recovery, was successfully implemented with the active participation of the institute, engineering company and the participating mill for full scale demonstration plant.

Information Services & Linkages with Industry :
Apart from R & D activities the institute also conducts training programme / workshops / seminars to disseminate the research findings.
Subject is interacting consistently with the industry through associations like Indian Paper Makers Association (IPMA), Indian Agro Paper Makers Association (IAPMA), All India Small Paper Makers Association (AISPMA) etc. Efforts made for increased interaction with industry by working on specific projects aimed in the area of resource conversation, environmental protection, quality control and training programme etc.
Training of Scientists :
Scientists at institutes trained in developed countries such as USA, Canada, Japan, Netherlands, Australia, Sweden etc. and today it is represented by a team of scientists experienced in respective field.

Formation of the Institute
To promote R&D in the field of pulp & paper, a National level Institute was established in 1980 as an autonomous body under the administrative control of Dept. of Industrial Policy & Promotion, Ministry of Industry, Govt. of India.
Growth & Development of the Institute
The origin of CPPRI dates back to the year 1975 when the
UNDP-GOI Project became operational. After the conclusion of the UNDP Project,
the facilities thus created were utilized to fulfill the long felt need for a
National Level Institute to promote R&D needs of Indian Pulp and Paper Industry.
Thus after the approval of the cabinet, Central Pulp & Paper research
Institute (CPPRI) came into existence in November 1980. Existing R&D
facilities were continuously upgraded with the aid of Plan Funds received from
the Government.
From a Small Laboratory in 1980 CPPRI has grown into a National Level Institute

the state of Uttar Pradesh (India), 168 kms from New Delhi, well connected by

The Management
All affairs of CPPRI are managed by 18 membered Council of Association, comprising of representatives from Paper Industry, Ministry of Industry (DoIPP), and Deptt. of Science & Technology (DST) , Council of Scientific and Industrial Research (CSIR), Indian Council of Forestry Research & Education (ICFRE) and University of Roorkee. The Secretary Industrial policy & Promotion, Ministry of Industry, Govt of Indian is the president of the Council of Association (List of memebers of Council of Association). The Association performs various functions such as deciding the budget , approval of annual plan, purchase and disposal of equipment etc.
Planning & monitoring of research activities is looked after by the
Research Advisory Committee (RAC). The committee is represented by Senior
Executives from Pulp & Paper Industry, associations, research organizations

Infrastructure & Institutional Framework
Since its inception in 1975 the Institute strengthened its Infrastructure & modern equipment facilities by acquiring start-of-art indigenous & imported equipments. The equipments include modern analytical instruments and paper, black liquor, effluent testing equipments that are operated by scientists who are trained to work on them. From time to time these equipments are up graded to further improve their performance.
CPPRI's diverse activities extend to different areas of Pulp & Paper manufacture. The various Divisions / Sections which cater to the R&D need of the Industry are :

Bamboo now on horti-crops list
(New Delhi, Feb. 16).
The government has decided to include bamboo in the list of horticultural crops, in a move that would propel the broad-based development of all species of the grass as a plantation crop, attracting fresh investments. The Union agricultural ministry for implementing the national mission on bamboo technology and trade development, would shortly notify the change, according to official sources. Govt. adds more items under SAPTA duty concession list
(New Delhi, February 28).
The Government has expanded the list of items that can be imported from the other six signatories to the SAARC Preferential Trade Agreement (SAPTA) at preferential import duties.
Besides India, the other signatories to SAPTA are Bangladesh, Bhutan, the
Maldives, Nepal, Pakistan and Sri Lanka.
Tariff concessions have also been deepened on certain items that already enjoy
preferential import tariffs for imports into India from these six SAARC member
countries.
Hand made paper, cartons, boxes of paper and paperboards, registers, notebooks,
exercise books are among the new items that can be imported into India from
March 1 at a preferential tariff under SAPTA.
Informed sources said that the import duty concession has been pegged at 10 per
cent of the applied rate of customs duty for these items.
While such tariff concessions are aimed at enhancing intra-SAARC trade, some
trade experts pointed out this may result in relocation of some of the
industries to the neighbouring countries. (Business Line, Chennai, 29.02.2004)
Finland's Metso plans footprint in India
Kolkata: Metso Paper Como SPA, part of the euro 4.7 billion Metso Corporation of Finland is mulling over setting up a pulp mill and paper making machines assembling unit in India.
However, prior to that, it would set up its own subsidiary in India. Metso
Corporation already has a subsidiary in India through its group concern, Metso
Minerals.
The latter is one of the world's leading supplier of rock and minerals
processing systems. It also delivers drilling equipment, rollers, paving
machines, among others used for road construction.
Meanwhile, Metso Paper currently imports pulp mill and paper making machineries
from its plants located in Finland and Sweden. Its product range include
effluent treatment plant, bleaching plants, equipments for pollution-free pulp
production, among others.
According to the director of Metso Paper, George Erik Kreutzman, the company's
business volume was $10 million last year and is expected to double this year.
Moreover, as Kreutzman pointed out, the Indian paper industry is slated to
invest over $1 billion by 2008 on modernization and Metso is looking at least $
100-200 million worth of business potential from India. The Indian paper
industry spent over $50 million last year and almost 90 per cent was on pulp
mill modernization," he informed.
Metso Paper, incidentally, has a subsidiary in China where it makes paper and
board making lines to cater to the local market. "Unlike India, the
Chinese invest in paper machines and import pulp from South-East Asian
countries," he informed while adding that Indian companies invest mostly
on their pulp mills. The company's business volume in China is $ 600 million.
It may be mentioned that the per capita consumption of paper in India is around
5 kg while it is 30 kg in China and 250 kg in USA.
India's total paper and board production is estimated to be 5.8 million tonne
per annum while the annual production of the world is around 300 million tonne
(The Times of India, Kolkata, 3.3.2004).
