Profile
State AIDS Cell Society was formed on 24th September, 1998 as registered society under Andhra Pradesh (Telangana Area) Public Societies Registration Act, 1350 as no profit organisation as per the directive given by Government of India. The registered office is situated at Directorate of Medical and Health Services campus as per the memorandum of Association The objectives of the Anhdra Pradesh State AIDS Cell Society are as follows:

(As per preliminary report on Sentinel surveillance 2002)
Sentinel Surveillance is conducted every year from August to October in all the states as per NACO guidelines. It is conducted in a scientific manner and is considered as an important source to measure the trends of HIV prevalence levels all over India. During 2002-2003, there are 23 ANC sites and 11 STD sites have been established in all Medical Colleges, District Hospitals and four Area Hospitals both for ANCs and STDs. The sample for Low risk population is pregnant women attending to antenatal clinics was used as proxy to measure the prevalence of epidemic in general adult population. The sample for high-risk population comprised patients attending STD clinics and is a proxy for prevalence in high-risk group.

Factors contributing to the spread of HIV in
Andhra Pradesh
HIV/AIDS affects women and men differently in terms of vulnerability and impact. There are biological factors, which make women more vulnerable to infection than men, and structural inequalities in the status of women, and also intensify the impact of AIDS on them.

O R D E R:
1. The Government of Andhra Pradesh has taken up various
steps for the Prevention & Control of HIV/AIDS. Steps have also been
taken to propagate its prevention through audio/visual/electronic/print media
at all levels through out the State. There is need to intensify this
education and awareness campaign as the HIV prevalence rate in the State is
still high, and its further spread needs to be contained.
2. As a part of the strategy on educating the
general public about HIV prevalence & AIDS, it is felt necessary to make it
compulsory that a discussion on HIV/AIDS be taken up for a minimum of 5-10
minutes before the commencement of all meetings (official and public) to be
chaired by Hon’ble Ministers/Secretaries to Government and other officials at
Secretariat level/Heads of Departments/District Collectors and all District
Officials.
3. Accordingly, Government hereby order that a
discussion on HIV/AIDS be compulsorily taken up for a minimum of 5-10 minutes
before the commencement of all meetings (official and public) to be chaired by
Hon’ble Ministers/Secretaries to Government/other officers of the
Directorates/Secretariat/Heads of Departments and other officers of the
Directorates/District Collectors/all District Officials/Head and other Officers
of public sector organizations. These discussions should be
recorded in the minutes of all official meetings. Necessary background
material shall be provided by the Project Director, APSACS, Hyderabad.
4.The above instructions shall be followed
scrupulously and that they shall come into force with immediate effect.

Strategies
AP State’s Response for prevention and control of HIV/AIDS
HIV in AP is primarily a heterosexual driven epidemic i.e., 90% of the infections occur through heterosexual mode of transmission. It is affecting women and children, vulnerable groups adversely. HIV is preventable infection..
A clear and multi-pronged effort for Prevention and Control of HIV/AIDS has been worked out in Andhra Pradesh. State Government has been giving utmost importance to the struggle against the pandemic by introducing the awareness campaign in Janmabhoomi and Family Health Awareness Campaign for sustained coverage and public involvement. Government of Andhra Pradesh is taking special measures for Commercial Sex workers and other high Risk groups by counselling them in STI care, 100% condom usage and behavioural change by peer educators through NGOs. With a well-managed prevention programme emphasising complete coverage of vulnerable groups by mapping, promotion of condom use and STI treatment programmes, HIV infection could stay below 2 percent of the adult population.
The strategy for Aids Control and prevention is being implemented according to the plan prepared. It contains five major components.
Component I: Prevention of HIV infection in high risk population:
As part of Partnerships for Sexual Health Project - A.P., Targeted Intervention (TI) is one of the activities undertaken for high-risk groups, which is being implemented by the NGOs in the state. Technical support and monitoring for these activities is being provided by TRU (Technical Resource Unit). Seven categories of 129 interventions have been taken up in the State consisting interventions for Migrant workers in the slums (42), Street children (6), Sex workers (19), Truckers on the National and State Highways (22), Transgender (1), Men having sex with Men (MSM) (2), Prison Interventions (43),
The interventions encompass Behaviour Change Communication, STD Care and STD Counselling, Condom Promotion, creating Enabling Environment like advocacy and establishing linkages with other agencies/organisations
Component-II:
Prevention of HIV infection in Low-Risk Population:
To prevent HIV infection in low risk population, the following activities have been taken up
1.Information Education & Communication (IEC):
· The media especially TV & Radio are extensively utilised for promoting Condom use, health seeking behaviour in RTI/STI treatment, use of VCTCs & PMTCT programme.
· Mobile Van campaign has been taken up to create awareness in rural areas.
· Kalajathas are being performed in all the places along the National High Ways.
· Key messages on HIV related issues were given to the public through newspapers & magazines.
· Hoardings & Bill boards were erected on the high ways with messages on RTIs/STDs and HIV/AIDS.
2. Family Health Awareness Campaigns (FHAC) are conducted every year to create awareness among the age group of 15-49 years and to identify and treat Sexually Transmitted Infections.
3. School AIDS Education & Universities Talk AIDS Programme: Young people in the age group of 15-24 years are most vulnerable to HIV infection. Keeping in view of this, AIDS Prevention Education Programme is being taken up in 11464 high schools to create awareness on HIV/AIDS among 13 lakh students of 9th and 10th classes.
4. College AIDS Awareness Programme (CAAP) : Under College AIDS Awareness Programme 5 lakh Students are being covered in 1000 colleges of 13 Universities through the active involvement of National Service Scheme (NSS).
5. AIDS Prevention among Youth Groups is taken up as a pilot programme in East Godavari District to create awareness among the youth about condom use, STDs, RTIs identification and treatment, behavioural change etc. And it will be extended to all the districts soon.
6. Blood Safety: 162 licensed Blood Banks are functioning in the State. Voluntary Blood Donation is promoted through active involvement of Indian Red Cross Society and National Service Scheme. HIV infection through blood transfusion has come down from 4% to around 1% in the State. The Government of Andhra Pradesh is also trying to increase the collection of Blood by various motivational programmes. All the Govt.and Charitable Blood Banks are being encouraged to conduct Voluntary Blood Donation Camps. Every year on 1st October, Voluntary Blood Donation Day is observed throughout the State to realise the importance of voluntary blood donation.
7. Voluntary Counselling & Testing Centres (VCTCs): HIV counselling and testing facilities are provided in all the District and Area Hospitals. 102 VCTCs (88 general and 14 for ANC cases screening) have been set up and they are providing good counselling services to the clients. VCTCs are promoting good counselling services and are promoting health-seeking behaviour among the vulnerable groups.
8. Prevention of Mother To Child Transmission Programme: To prevent transmission from Mother to Child, 37 PMTCT Centres have been set up in all teaching hospitals, Maternity Hospitals, District Hospitals during the year 2002-2003. HIV testing is done free of cost for all the pregnant women in these centres. Anti retro viral drugs to the pregnant women are also supplied free of cost as part of this intervention for prevention of vertical transmission..
9. STD Clinics: 85 STD clinics in all General Hospitals, District hospitals and Area Hospitals have been established so far. The STD clinics are mainly established in the State to provide STD treatment facility to a large number of people for curing STD infection.
Component-III: Programme Strengthening:
Sentinel Surveillance: Every year Sentinel Surveillance is conducted during August – October. In the year 2002, 34 Surveillance Sites have been set up. (23 ANCs & 11 STD sites). For the first time, Sentinel Surveillance is done for Hepatitis B, Hepatitis-C & VDRL.
Monitoring: Computerised Management Information System (CMIS) has been established and performance indicators targets have been worked out. Progress of all the activities of APSACS is being monitored every month.
Training: Capacity building at different levels is undertaken to strengthen the different components of service delivery such as STD care for doctors, paramedical staff, RMP/PMPs. Nodal training centres are identified for conduct of these trainings. APVVP Doctors, Paramedical Staff would be trained in treatment of opportunistic infections.
Component IV: Care and Support
14Care and Support Centres have been established in Andhra Pradesh by the involvement of Non Governmental Organisations (NGO’s) to support the people living with HIV/AIDS. These Centres are provided with infrastructure, Doctors, consellors staff nurses and other ancillary Staff to extend best services to the HIV/AIDS people. They extend care and concern towards people living with HIV/AIDS by providing food, shelter and treatment facilities.
Component V: Inter-Sectoral Collaboration:
To mainstream HIV/AIDS, their Government issued G.O.Ms.No.174 making it compulsory for all departments to incorporate HIV/AIDS as part of all training & extension Programmes. The Government also issued a G.O.MS No.228 making it compulsory to discuss about HIV/AIDS in all meetings for 5-10 minutes. In the 17th round of Janmabhoomi, HIV/AIDS was discussed in 22,500 Gramasabhas.
Already Department of School Education, Collegiate Education, Police Department, Youth Services, Transport Department are integrating HIV/AIDS as part of their programme, with the active involvement of DWCRA, DWCUA, CMEY groups, Watershed Associations, ICDS Mother Committees, Janani Teams, Velugu Groups. All Panchayat Raj members are also sensitised and they would be actively involved in HIV/AIDS related issues.
