The Company came into existence on June 6, 2005 after unbundling the
erstwhile Maharashtra State Electricity Board into four companies. Subject is
also known as Mahavitaran or Mahadiscom. Mahadiscom is one of the largest
public sector company engaged in the business of electricity distribution with
annual turnover of Rs. 200000.000 millions. It serves 14.655 millions consumers
in Maharashtra State with a committed pool of over 75000 employees.

The Major Achievements of Mahadiscom :
· The distribution loss in the system has been reduced by 3.16% in FY 2005-06 and 2.09% in FY 2006-07. The present loss level of the company is 29.63%.
· The collection efficiency has improved to the level of 94% in FY 2006-07.
· Six police stations have been commissioned in Maharashtra for electricity theft detection and allied matter in the company area.
· A special power theft drive is launched from June 2007. Till the date more than 50,000 cases of power thefts amounting to Rs. 199.800 millions have been detected. This is more than the thefts detected during entire FY 2006-07. More than 4000 FIR have been registered against the power theft accused.
· A special programme for regularization of unauthorized AG Load extension (Krishi Swabhiman Yojana 2007) was launched from 1st September 2007 to October 31, 2007. The scheme envisages increase in connected load, reduction in distribution losses and increase in revenue.
· Bhiwandi Circle with 44 % distribution losses and 68 % collection efficiency has been franchised out to M/S Torrent Power on 26.01.2007. The franchisee agreement envisages loss reduction and collection efficiency improvement for the next 10 years with improvement in customer satisfaction level.
· Distribution Franchisee Agreement has been signed with M/S Crompton Greaves Ltd on October 26, 2007 for three divisions from Nagpur Urban Circle (Gandhi Bag, Mahal and Civil Lines) for 15 years. The present loss level in these 3 divisions is 44 % (The target has been set for bringing losses upto 12 % in 15 years).
· USAID/MOP,GOI aided Distribution, Reforms, Upgrade and Management (DRUM) project work at Aurangabad
· Urban I Division (Rs. 1610.000 millions) has been started where best practices in distribution will be introduced to showcase.
· For customer satisfaction 24X7 hour operating 15 Call Centers have been commissioned for redressing “no power” complaints of consumers.
· 48 Customer Facilitation Centers have been commissioned at sub-division level for redressing billing complaints of customers. The basic idea is to introduce single window clearance for customers at sub-division level.
· Infrastructure distribution planning reports (DPRs) for 122 divisions have been submitted to MERC for investment clearance of Rs. 142520.000 millions for 3 years programme. MERC has accorded approval for 101 DPRs. The tendering work is in progress.
· For load management, single phasing scheme for 12617 villages has been planned of which work for 10407 villages is completed. The scheme provides single-phase electric supply in villages, during evening time.
· Gaothan Feeder Separation Scheme is in progress for 16563 villages. The first phase is likely to be completed by March 2008 and second phase by December 2008. In this scheme separate 11/22 KV feeders are being laid for Gaothan for assuring evening time supply for lighting in villages. The work in second phase is carried out on turnkey basis.
· The company has issued tenders for long-term power purchase (25 years) on competitive biding process method for 2000 MW under case I of Competitive Bidding Guidelines of GOI. This power will be available by 2011-12.
· The company is successful in getting 2300 MW power under UMPP. The power will start flowing to MSEDCL by 2012-13.
· All time payment machines for bill payment ( 24X7 hours) has been introduced for bill payment.
· Photo meter reading is introduced in order to reduce problems in energy meter reading.
· AMR for 20,000 revenue intensive consumers has been planned.
· AMR for over 8500 substation feeders has been planned on BOOT basis.
· To reduce AT and C loss, APDRP Scheme has been introduced for 30 cities where work is in progress.
· Work in progress for Distribution SCADA for 12 cities.
· Project report submitted to REC for Rajiv Gandhi Gramin Vidyutikaran Yojna (RGGVY) covering 5554 villages in 34 districts. The main aim of the scheme is to provide supply to BPL families. Scheme for 4 districts is sanctioned by REC/GOI, where work is in progress
· Metering of 90,000 DTCs is over. Work is in progress for remaining 1,60,000 DTCs. This will complete the exercise of energy accounting at distribution transformer level.
· Consumer indexing for 13 million customers is completed.
· In order to provide better consumer services outsourcing of meter reading, billing and collection for energy bill has been introduced.
· Independent 11 Zonal Consumer Grievance Redressal Forums established for redressing consumer complaints.
· Energy bills of all metered consumers are available on website along with previous consumption data.
· Employees are being deputed for All India level training programs (over 2000 engineers deputed under DRUM Training Programme).
· Aurangabad DRUM training center for Technicians has been recognized by USAID for linemen level (technicians) training (all India) centre.
· Centralised MIS system is being setup from subdivision to corporate office level for better information flow.
· Geographical Information System is planned for mapping distribution network in major cities.
· Revenue collection has gone up from Rs. 11000.000 to Rs. 16000.000 millions per month
· Staff incentive scheme for distribution loss reduction at division level is introduced.

Single
Phasing Project Phase II
Objectives :
1) Single Phasing of the
selected rural mixed load feeders is carried out by use of changeover switches
at substation. The scheme envisages supplying Single Phase rural lighting load
through three nos. of single phase transformers. During the normal operation,
the agricultural load continues to be supplied from the three phase
transformers. On operation of the changeover switch, there will be no supply to
the 3-phase load on the 11kV distribution network whereas single phase supply
is available to the lighting and fan
load. On revising changeover switch, normal 3- phase supply shall be restored.
2)To overcome the load shedding
problem in rural areas, it was decided to implement the Single Phasing Scheme
for rural areas to provide Uninterrupted single-phase power supply to the rural
consumers.
3)Minimizing the unrest among
the rural consumers and the feeling of discrimination compared to urban
consumers in respect of domestic supply.

Single Phasing
Project Phase I (Completed)
Objectives :
1) Single Phasing of the selected rural mixed load feeders is carried out by use of changeover switches at substation. The scheme envisages supplying Single Phase rural lighting load through three nos. of single phase transformers. During the normal operation, the agricultural load continues to be supplied from the three phase transformers.
On operation of the changeover switch, there will be no supply to the 3-phase load on the 11kV distribution network whereas single phase supply is available to the lighting and fan load. On revising changeover switch, normal 3-phase supply shall be restored.
2) To overcome the load shedding problem in rural areas, it was decided to implement the Single Phasing Scheme for rural areas to provide Uninterrupted single-phase power supply to the rural consumers.
3) Minimizing the unrest among the rural consumers and the feeling of discrimination compared to urban consumers in respect of domestic supply.
