History

 

The foundation stone of the Calcutta School of Tropical Medicine was laid by the Governor. Lord Carmichel in the year 1914, 24th February, the School started functioning in 1921 with Lt. Cd. J. W. D. Kegaw as the first Director, the first batch of students obtaining their Diploma in Tropical Medicine (DTM) in 1922.It is the only institution in India engaged exclusively in research, Post-graduate education and healthcare for tropical diseases . Basically, the objectives have remained uncharged and the school provides facilities for research, Post-graduate teaching, training, investigation and treatment in tropical diseases. Since foundation to 30th April 1949, the institute, financed and controlled by the State Government of Bengal from 1st May 1949 to 31st March 1971 it was controlled by a single governing body under the Government of West Bengal. From 1st April 1971, it is directly under the Government of West Bengal.

 

The Calcutta School of Tropical medicine with its attached hospital, hereinafter referred to as "the institution", was prior to 1st May 1949, financed and controlled by the State Government while a large number of its research departments were financed and controlled by funds administered by a Committee created under the Charitable Endowments Act, 1980 (VI of 1890). On and from 1st May 1949 the institution and its research departments were brought under the management of a single Governing Body under the control of the State Government. After twenty years of management by the Governing Body it has been found that there has arisen disparity in the service conditions of the three groups of the employees of the institutions, viz. (a) the employees who are Government servants and are on deputation to the Governing Body (b) the employees who have been appointed by the governing Body and (c) the employees of the Committee created under the charitable Endowment Act, hereinafter referred to as "Endowment Fund" employees. While the Government employees and the Endowment Fund Employees do not enjoy those benefits.

 

In view of the existing different patterns in the service conditions of these categories of staff working in the institution and the difficulties arising there from the Governing Body at their meeting held on the 19th December 1969 resolved unanimously that the Government be requested to resume the entire management of the institution as existing to ensure a homogeneous character of the service conditions of the staff and efficient functioning of the institution.

 

In pursuance of this resolution, the Governing Body, which functions as the Committee, acting in the administration of the income of the following Endowment Funds:

 

(i) The Calcutta School of Tropical Medicine and Hygiene Fund

(ii) The Dr. A. Mitra Research Scholarship Fund, and

(iii) The Jogendranarayan Roy Research Scholarship Fund. It has moved an application under section 5 of the Charitable Endow ments Act, 1890 (Act VI of 1890) for management and conduct of the said institutions by the State Government

 

Accordingly, it has been resolved that –

 

(i)                   the State Government shall resume the financial and administrative control and management of the Calcutta School of Tropical Medicine and the Carmichael Hospital for Tropical Diseases which was so long vested in the Governing Body and this institution should, as it had been prior to its transfer to the management of the Governing Body on the 1st May 1949, be a full-fledged Government institution; and

(ii)                 the existing scheme for management of the Endowment Funds by a Managing Committee should be amended and the Secretary, Department of Health, Government of West Bengal, shall be appointed as the 'Administrator' under section 5 (1) of the Charitable Endowments Act, 1890 to administer the properties of the said Endowment Funds in accordance with Rules to the framed by the State Government for the purpose. Necessary statutory notifications are being issued accordingly.

 

It is further been resolved that the Governing Body of the Institution for the time being constituted shall function in an advisory capacity and render all assistance and discharge such duties as may be assigned to them by orders to be issued by the State Government in this behalf.

 

The staff under categories (a), (b) and (c) referred to in Paragraph I of this Resolution will be Government servants from the date of effect of this Resolution. The terms and conditions of absorption in Government service or ending the period of deputation, as the case may be, will be regulated by a separate Government order which will also provide for the exercise by the staff of option of retaining the conditions of their service as they existed prior to the issue of the resolution. Pending completion of all such formalities the incumbents will be eligible to draw the pay and allowances of their present posts. The Director of the institution will send to the Accountant-General, West Bengal a list of such staff, their pay scales, and the emoluments drawn by them. In order to maintain the specialized character of the institution as a research institution, it has been resolved that the Director of the institution shall be authorized to exercise certain powers and functions which has so long been exercised by the Governning Body. The Director of the institution is accordingly, inter alia, authorised to –


(a) Exercise the administrative and financial powers in respect of this institution which are exercisable by the Director of health Services, West Bengal, as the      Head of the department except in the matter of cadre-control in respect of the medical, non-medical and paramedical personnel who may be posted in this      institution;


(b) Correspond direct with Government on any matter affecting the institution ;


(c) Have the privilege to the consulted when any staff is sought to be transferred from or posted to the institution. As a general rule transfer of offers should, in      order to maintain the highly specialised nature of the institution, be reduced to the minimum.

 

It is further resolved that this Resolution shall take effect from 1st April, 1971.

The Carmichael Hospital For

Tropical Diseases

 

The foundation stone of the Carmichael Hospital for Tropical Diseases was laid by the Governor Lord Carmichael on the 25th February 1916. The Hospital started functioning in 1921 with Lt. col. J.W.D. Megaw as the first Director and the superientendent of the Hospital with 116 beds for facilities of the clinical research. At present, total bed strength is 150 and is being restructured as per G.O. No. HP/O/MS/704/W-12/95, dated 17.11.98.

 

As in the past, the Carmichael Hospital for Tropical Diseases, continued to provide facilities for specialised investigation and appropriate treatment for a large number of patients coming from various parts of India. The guiding consideration for admission of patients to the hospital was their stability and usefulness for teaching, investigation study and research. At present, Immuno-compromised patients prevalent in the country, on which workers of the school have been carrying on systemic investigation studies, are also admitted.
