HISTORY:

 

Dr. P. K. Kelkar did the registration of IITK Society on 14th December, 1959.

 

Soon after the five IITs were set up, Prime Minister Pandit Jawaharlal Nehru had realized that to keep pace with the ever changing world of science and technology, it is necessary to collaborate closely with the outside world. The Kanpur Indo-American Programme (1962-1972) at IIT-Kanpur was a stride in this direction. During the period 1962-72, the Institute received technical assistance under KIAP from a consortium of nine leading Institutions of U.S.A. Under the program, faculty members from these Institutions assisted the Institute in the setting up of the academic programs and development of laboratories for instruction as well as research.

 

Indian Institute of Technology, Kanpur is one of the premier institutions established by the Government of India. The aim of the Institute is to provide meaningful education, to conduct original research of the highest standard and to provide leadership in technological innovation for the industrial growth of the country. The Institute began functioning in the borrowed building of Harcourt Butler Technological Institute in 1959 with 100 students and a small faculty. The Institute now has its own sprawling residential campus, about 2255 undergraduate and 1476 postgraduate students, 309 faculty and more than 900 supporting staff. The combined record of its past and present faculty and students along with the alumni spread across the world is awe-inspiring. With the path-breaking innovations in both its curriculum and research, the Institute is rapidly gaining a legendary reputation.

 

IIT-Kanpur is located on the Grand Trunk Road, 15 km west of Kanpur City and measures close to 420 hectares. This land was gifted by the Government of Uttar Pradesh in 1960 and by March 1963 the Institute had moved to its current location. If someone had visited it then, he/she would have seen a standing crop, acacia woods, a long winding line of stately mango trees, flocks of peafowl and a conventional country side scene of India. The residential campus is planned and landscaped with a hope for environmental freedom. Halls of residence, faculty and staff houses and community buildings surround the central academic area to provide flexibility in movement and communication. The person who brought this mammoth transformation was Mr.Achyut Kanvinde, a Delhi-based architect. Since the beginning, the Institute has attracted scholars from across the country. The rich cultural diversity of India is reflected in the campus activities of IIT-K as well.

 

From its very inception, IIT Kanpur has been striving to develop itself into an institution of excellence in education and research in consonance with the contemporary and future needs of India. In meeting this challenge, the Institute has always been making special efforts to recruit talented faculty on a world-wide basis and to admit brilliant students from all over the country by a careful selection process. Continuous efforts have been made to provide the faculty with well-equipped facilities to enable them to participate in national endeavors in Science and Technology in a major way. In addition to offering formal Undergraduate and Post-graduate Programs, the Institute has been involved in Continuing Education and Research and Development in areas of value to both the Industry and the Government. In a very short span, the Institute has attained recognition as a major centre of learning in Engineering, Science and several Inter-disciplinary Areas. The Institute has been served by illustrious Directors. Not only, has the Institute acted as the breeding ground for ideas and talent, it also has recognised and honoured scholars of distinction.

 

INSTITUTE:

 

Subject is engaged in carrying out original research of significance and technology development at the cutting edge. It imparts training to students so that they become competent and motivated engineers and scientists. The Institute celebrates freedom of thought, cultivates vision and encourages growth, but also inculcates human values and concern for the environment and the society.


The Institute awards Bachelors, Masters and Doctoral degrees in various branches of technology and science. It has been making special efforts to recruit talented faculty on a world-wide basis and to admit bright students from all over the country by a careful selection process (JEE/GATE/JMET/JAM). The Institute has about 1450 undergraduate and 850 postgraduate students, 300 faculty, and more than 1500 supporting staff. It has one of the finest scientific and technological library with an online information retrieval system over the campus LAN.

 

PROFILE:

 

Subject was established in the year 1960. The Parliament of India passed the ‘Institutes of Technology Act 1961’ declaring all the IITs as “Institutions of National Importance”. The Parliamentary Act has given absolute autonomy to the IITs. When the foundation stone of the IIT system was laid, it was perceived that taking help from the industrially advanced western countries might be lot more effective in achieving the status of a world class technical institute. Hence, IIT Kanpur had a massive collaboration with USA through a specially created programme- KIAP (Kanpur Indo American Programme). It is said to be the largest ever academic assistance programme supported by U.S.A. Such close interaction brought fresh air, new ideas and novel thoughts into the academic programmes and academic administration. IIT Kanpur substituted the traditional annual system with semester system and also introduced the letter grade system instead of marks for evaluating the students for the first time in the country. IIT Kanpur may also take pride in introducing the concepts of term papers, unannounced quizzes etc.

 

The IIT Kanpur is a prestigious institute of higher learning producing meritorious students with excellent career growth and universal recognition. The students get the best of opportunities in the form of highly advanced courses, eminent faculty members, well-equipped laboratories, library, hostels and immense facilities to excel in research and development. The selection procedure for students at undergraduate, postgraduate and research level is highly stringent so that IIT gets the best brains of India. Highly scientific and innovative technology is used for teaching and carrying out research activities. Every year IIT Kanpur is enriched by the laurels brought by the faculty members and the students in the form of research publications, projects, fellowships and industrial exposure.

 

At the Bachelor’s level, we have B.Tech. Programs in Aerospace, Biological Science and Bioengineering, Chemical, Civil, Computer Science, Electrical, Metallurgy and Mechanical Engineering. They also have integrated M.Sc. programs in Physics, Chemistry, Mathematics and Statistics. From July 2005, they have started an integrated M.Sc. program in Economics. The students for these programs are selected through JEE and usually they are the top students from various places in the country. There are programs for M. Sc. (2 years) in Physics, Chemistry, Mathematics and Statistics, where the students with B.Sc. (Hons.) background are chosen through an all-India examination known as JAM. They have M.Tech. Programs in all the Engineering Branches, mentioned above. In addition, there are M. Tech. Programs in the interdisciplinary areas, such as, Nuclear Engineering, Biological Sciences and Bioengineering, Laser Technology, Environmental Engineering, Materials Science, and Industrial and Management Engineering. The M. Tech. Students are chosen through an all- India examination, known as GATE. They have also adopted a dual degree (B.Tech.-M. Tech.) program. In this program, the students admitted through JEE, are expected to complete the M. Tech. Program in five years. At the end of five years, the student is awarded both B.Tech. and M.Tech. Degrees. Entrance to MBA and M.Des is given through JMET and CEED respectively. They have indeed a vibrant PhD program in all the above academic areas as well as in Humanities and Social Sciences. The Department of Physics offers a M.Sc.- Ph.D. dual degree program, which allows their M.Sc. students to continue for a Ph.D. The M. Tech. and Ph.D. students receive research/ teaching assistantships.

 

IIT Kanpur has demonstrated its excellence in research in many areas. IIT Kanpur has a vibrant university atmosphere with a combination of strong academic and research activities. Both compliment each other and the students at all levels under the able guidance of the faculty members maintain this brilliant combination and help the Institute to reach the zenith of knowledge and innovation. To cite a few areas: Finite Element Methods Using Domain Decomposition, Flow Induced Vibrations, Wind Tunnel Testing of Large Scale Prototypes, Computational Chemistry, Nano-materials and Nano-technology, Geometric Optimization of Large Organic Systems, Genomics and Bio-Informatics, Electronic Structure Calculations, Aggregation and Etching, Molecular Dynamics, Thin Film Dynamics, Optical / EM Field Calculations, Computational Fluid Dynamics and Heat Transfer, Computer Aided Design and Rapid Prototyping, Tomography, Robotics, Multi-Body Dynamics, Geo-seismic Prospecting, Stress Analysis and Composite Materials, Vibration and Control, Semiconductor Physics, Photonics, Neural Networks and Genetic Algorithms, Earthquake Engineering, Impurities in Anti-Ferro Magnet, Raman Scattering, Particle Physics, Spin Fluctuation in Quantum Magnets and so on. The most recent initiative of IIT Kanpur has been the Formation of a Strong Research Group in the areas of Nanoscience and Nanotechnology.

 

Understanding basic science and having a strong grip on fundamentals is essential for the future engineers. Science-based courses are included in the curricula during the first two years of training so that the engineers follow a correct track in their innovative endeavor. Theodore von Karmann once stated: The Scientists explore what is and engineers create what has never been. In IIT Kanpur, Science Electives have been introduced in order to enhance the science content in engineering. The following Science Electives are worth mentioning: Quantum Physics, Modern Theories of Material Design, Non-Linear Systems, Order and Chaos, Molecular Modeling, Bio-Inorganic Chemistry, Lasers in Chemistry and Biology, Digital Image Processing, Fourier Analysis,

Numerical Linear Algebra, Photons, Molecules and Chemical Dynamics, Magnetic Resonance in Chemistry and Biology, Bio-informatics and Computational Biology are to name a few.

 

IIT Kanpur has developed a close association with the Indian Railways. A new project namely SIMRAN has been rolled out for tracking of trains and providing two directional data connectivity between a stationary server and a moving train. This project has turned out to be a great success. The Research Summit called REACH Symposium was conducted at Shimla during March 2007 and is expected to be of great importance of their Institute for bringing out new initiatives in academic and non-academic environments. National Wind Tunnel Facility (NWTF) was established as a landmark research and development activity at IIT Kanpur. Establishment of Samtel Center for Display Technology is indeed a shining example of development of a research programme of high quality. The National Program on Earthquake Engineering Education (NICEE) is a resource center for many aspects of earthquake engineering. A system of material processing using focused beam (FIB) has been established.

 

The Institute is expanding and various infrastructural developments have taken place in the recent past. The Outreach '69 and '80 has come up which houses offices of Alumni Association and Students’ Placement activities. It also has a centrally air-conditioned multipurpose auditorium with the seating capacity of 218. The Institute is setting up a centre of Environmental Sciences and Engineering utilizing the MPLADS funds given by Shri Arun Shourie. The construction of a separate building is under advance stage, which will house laboratories, seminar and discussion rooms for various disciplines of the Environmental Sciences and Engineering. Many developments have already taken place and many are lined up for the future years. P. K. Kelkar Library is housed, with all modern amenities, in a magnificent three-storied, separate building covering an area of 5730 sq. m. The library has been rendering essential support to the academic, research and developmental programmes of the Institute. It remains open on 358 days of the year, from 8 a.m. to 12 midnight on all working days; 9 a.m. to 12 midnight on Saturday; 9 a.m. to 5.30 p.m. on Sundays and Gazetted holidays, and for 24 hours during the three examinations each semester.

 

The initiative to conceive a grand design for technical education in India and implement the concept true to its spirit, in the form of IITs is one of the greatest hallmarks of visionary development in independent India. IIT Kanpur has been ranked as the No.1 Engineering Institute of the country in the June 2007 edition of India Today. The entire system is ranked third among the top Engineering educational systems at the international level. IIT Kanpur cherishes to maintain its leadership role not only at the national but also at the international level.

 

STORES AND PURCHASE SECTION

 

The procedure to be adopted for the purchase of diverse kind of equipment and stores required by the various users of the institute should be in consonance with the wider objective to achieve excellence in all acitvities of the Institute be it academic, research or extension. Such procedures, therefore, should address to the needs and aspirations of the actual users and at the same time promote building a conducive environment much needed for the furtherance of Institute activities. The related aspects of accounting, record keeping, inventory stock verification, Asset register etc. will need proper attention so as to make the overall stores and purchase systems efficient and transparent. Emphasis should be laid on the use of office automation to achieve efficiency and responsiveness in functioning.

IMPORT 

 

1.     For importing of goods : Above to Rs. 1 lakh, the Committee approval from the competent authority (minimum 3 members ) and signatures of the members must be required.

2.     If the quotation is submitted by the Indian Agent, An authorization Certificate from Principal Supplier should be attached about their Agency Commission .

3.     All the Quotations should be invited as on FOB Basis to avoid heavy demurrages now a days. FOB – Free on Board means that the seller delivers the goods at nominated port of destination and he is responsible to get clear all the formalities of Export and Handling over the goods to Airlines/Freight Forwarder. Buyer will pay only freight charges from seller destination to buyer destination . Price of packing +Forwarding + inland freight (from Company Godown to nearest Airport) are already included in FOB price. (handling and pick charges are not included in FOB).

 

Cost and Freight (C and F)

 

Cost and Freight means that the seller delivers the goods at Air/Seas port and he is responsible to get clears all the formalities of export, pay the freight charged and handling over the goods to airlines /freight forwarder .Price of packing + forwarding + inland freight (From company Godown to their nearest airport.) + Airfreight ( from seller port of destination to buyer's destination) is already included in C and F prices.

 

Cost and Freight (CIF)

 

Cost and Freight means that the seller deliver s the goods at Air/Sea Port and he is responsible to get clear all the formalities of Export, pay the freight charges and handing over the goods to Airlines/Freight forwarder and seller will be responsible to make an insurance arrangement at their end from seller ware house to buyer ware house. Price of packing + forwarding + inland freight (from co-godown to their nearest Airport) + Air freight (from seller port of destination to buyer destination) and cost of Insurance upto buyer's destination / ware house are already included in C and F price.

 

Mode of Foreign Currency Payment

 

Advance Payment through Demand Draft After confirmation of Purchase Order, they can release the supplier's payment maximum equivalent to US $ 5000.00 excess to US $ 5,000.00 they can release the suppliers payment only against the Bank Guarantee from the reputed bank but it is a time taking procedure.

 

Advance Payment through (TT/Swift/Wire Transfer)

 

After confirmation of Purchase Order, they can release the supplier's payment maximum amount equivalent to US $ 5000.00 ( it will be very faster releasing of payment method ). In case amount excess to US $ 5000.00 they can release the supplier's payment only against the Bank Guaranty (BG) from reputed bank. It is a faster procedure.

 

CAD Payment (Cash against Document)

 

After supplying of material or evidence of shipping documents, they can release the suppliers payment any amount of order value.

 

Payment through LC (Letter of Credit)

 

After confirmation of Purchase Order they can release the supplier's payment through letter of credit (any amount of order value) on the basis of the Institute's terms and conditions.

1.     Import Section is dealing with all kinds of Imported Goods of the Institue Labs. To avoid delay in processing purchase order, kindly check if the requisition has been sent in the appropriate requisiton format (prescribed format).

2.     Whether budget provision is clearly mentioned for budgetary control.

3.     Whether indent is approved by the competent authority.

4.     Whether quotation is signed by the indenter/HOD /Committee members if any.

5.     Whether certificate of NMIC ( Non manufacturing in India ) is attached.

6.     Whether proper justification given when a single quotation is considered.

7.     Whether valid authorisation letter from Principal Supplier in favour of Indian Agent attached.

8.     Whether Agency Commission has been specifically mentioned which is to be paid in Indian currency.

9.     Whether the guarantee period of equipment has been specified.

10.  Whether the quotation is valid for 60 days from the date of issue.

11.  Whether the partial shipment is being contemplated, if so, the same is not acceptable.

12.  Whether insurance is being arranged by institute, if so, please mention that clause in the enquiry.

13.  Whether quotation value is in Foreign Currency.

Terms and conditions for supply of Articles

1.     The supply should be exactly according to the specifications laid down in Supply Order. Any item found defective or deviating from the specification will not be accepted and returned at your/supplier risk and cost. In case of furniture, the supply should be done exactly as per the sample provided by you (supplier)

2.     All the consignments securely packed should be booked Freight Paid , insured and addressed to Assistant Registrar (Stores and Purchase ) IIT Kanpur.

3.     RR and Bills in triplicate along with freight and insurance receipt etc. should be sent to Assistant Registrar (Stores and Purchase), IIT Kanpur

4.     Demurrage, wharfage if any, on account of late receipt of R/R will be chargeable to you (supplier)

5.     No Goods will be accepted by the institute unless delivery chalan/packing slips give full details of the purchase order number

6.     If Goods are rejected, notice of such rejection shall be given to supplier. On receipt of such notice, the rejected goods must be removed immediately at the supplier's expense and replaced by the other goods to be approved. All the rejected goods pending removal will remain in IIT K premises at supplier's risk

7.     Please indicate Sales Tax Registration number on the bill an proforma invoice to facilitate the payment.

8.     In case of payments against delivery, please send proforma invoice mentioning Purchase Order number This is to prepare advance payments which you will be given at the time of delivery.

9.     Technical literature working /installation instruction must accompany all machines and equipments.

10.  The delivery must be completed within specified delivery period .

11.  Any Dispute out of this supply order is subject to the jurisdictions of kanpur city court only.

12.  Local delivery must be made at Central Stores only.

13.  Please book the material through Railway, Destination Railway Station, Kanpur Central, District Kanpur

14.  Please furnish the following Certificate on the Bill:- "Certified that the goods on which sales tax has been charged have not been exempted under the CST Tax or the State ST Act or the rules made thereunder and the amounts charged on account of sales tax on these goods are not more than what is payable under the provisions of relevant act rules made thereunder ".
