HIGHLIGHTS:

 

PREAMBLE

 

ALL-INDIA RURAL CREDIT

 

Survey Committee constituted by Government of India, which submitted its report in 1954, recommended that the

Government of India should set up a statutory Corporation with a man date to spearhead development of rural economic activities, other than rural credit, in the cooperative sector. Thus, the Nat ional Cooperative Development and Warehousing Board came into being in 1956. In 1963, the Warehousing activity was separated and through an Act of Parliament (NCDC Act of 1962), on 14th March, 1963 National Cooperative Development Corporation was established as an odal organization for meeting the post-harvest requirements of farmers through cooperative societies.

 

NCDC is a non-equity based development financing institution created exclusively for the cooperative sector with the objective of planning and promoting programmes for production. Processing marketing, storage, export and import of agricultural produce, foodstuff and certain notified commodities on cooperative principles. With amendment of the NCDC Act in 2002, its scope of activities has been widened to cover livestock, cottage and village industries, handicrafts, rural crafts and certain notified services besides enabling NCDC to lend directly to cooperative societies, provided security to the satisfaction of the Corporation is furnished by the borrowing cooperatives. During 2009-10, the scope of notified services was enlarged by including activities of tourism, hospitality, transport, electricity and power and rural housing for NCDC's funding.

 

FINANCES AND FINANCING

 

The Corporation provides funds to the State Governments, under two major heads, namely \

(i) Central Sector/Centrally Sponsored Schemes; and

(ii) Corporation Sponsored Schemes.

 

During the Xth Five Year Plan, the central schemes were merged and restructured into one scheme. While funds in the form of subsidy are provided by the Central Government, term loans are provided by the Corporation under its schemes. Corporation Sponsered schemes are exclusively funded by the Corporation from its own resources. Funding for both the schemes is done as per prescribed patterns of assistance. Highlights of the Corporation's financial results during the year under report are given below:

 

  • Corporation sanctioned assistance of Rs. 50463.100 Millions and disbursed assistance of Rs.37846.500 Millions Cumulatively, assistance of Rs.260302.900 Millions for various cooperative development programmes was provided by the end of March, 2010.
  • Only Rs.9.900 Millions towards loans from Central Government in respect of internationally aided projects remained out stand in there by considerably reducing Corporation' s dependence on Government funds.
  • Net surplus (before tax) increased to Rs.1330.000 Millions as against Rs.1320.000 Millions in the previous year thus, registering a marginal increase in profits over the previous year.
  • lending by NCDC was at fixed rates of interest and it was charging interest at the rates prevailing at the time of
  • release of funds. Due to frequent changes in the lending rates of the banks, interest rates of NCDC were made floating w.e.f. 8.2.2007 and linked with State Bank of India' s Advance Rate.

 

Effective rate of interest (per annum) w.e.f. 25.01.2010 was between 8.00% and 10.00%, applicable on payment of installments on or before due date.

 

PA of the Corporation have become zero in 2009-10 in comparison to 0.006% during 2008-09.

Recovery level has been at 99.77%.

The productivity of NCDC's employees has witnessed a steady growth from a level of Rs. 3.652 Million in 1990 to Rs. 75.800 Millions per employee in 2010.

 

PROMOTIONAL AND DEVELOPMENTAL ACTIVITIES

 

The promotional and developmental functions of NCDC basically aim at creating appropriate conditions and environment that pave the way for successful conceptualization and dimple mention of developmental schemes and projects in cooperative sector.

 

Some of the promotional activities undertaken by the Corporation during the year under report were:

 

  • Training Centre of NCDC at Gurgaon organized 22 programmes in 2009-10 and trained 563 personnel of
  • Various assisted cooperatives and NCDC's own personnel.
  • A study visit of successful LAMPS in Gujarat was organized for 10 cooperators from LAMPS and Karnataka State LAMPS Federation.
  • Under the scheme of award of “Fellowship for Faculty Development Programme in Management ” at IIM, Ahmedabad, Three fellowships were granted.
  • For participating in Diploma Course in Cooperative Business Management at VAMINICOM, Pune, two fellowships were awarded to ST candidates during the year.
  • Four training programmes on “Futures Trading of Agricultural Commodities” were organized benefiting 103 officers of ICDP and Cooperative Banks/ Federation in various States as well as of NCDC.
  • Two training programmes for North Eastern States were organized on “Preparation, Appraisal and Monitoring of Project Facilitating Diversification  Cooperatives” at Tura and Shillong respectively which were attended by 53 officials of Cooperative Department.
  • Two training programmes for I C D P, Nanital Were rganized benefiting 170 cooperative personnel.
  • An International programme on “ development of Managerial Skills for Agricultural Cooperatives and Rural Financing Institutions” was organized in collaboration with CICTAB ( Centre for International Cooperation and Training in Agriculture Banking) which was attended by participants from SAARC Countries.

 

  • NCDC encourages use of computers by the cooperatives and helps in computerization of  cooperatives from primary to national level and also provides technical guidance in the installation of computers. During 2009-10, Corporation sanctioned financial assistance of Rs.152.200 Millions to 13 cooperative societies for computerization and  released Rs.93.900 Millions. Cumulatively the Corporation has sanctioned Rs. 638.400 Millions to 302 cooperative societies and released Rs. 400.800 Millions. While 228 societies have completed their computerization projects, the projects of remaining 61 societies are at various stages of implementation.
  • Under Technical l and Promotional Cell Scheme, the Corporation sanctioned 3 posts of experts i.e. one post each of Development Officer (Marketing, Technical and Finance) to the Jharkhand State Cooperative Lac Marketing and Processing federation Limited, Ranchi during the year.

 

SANCTIONS and DISBURSEMENTS

 

During the year under report the corporation sanctioned a total financial assistance of Rs.50463.100 Millions and  disbursed Rs.37846.500 Millions comprising loan of Rs.37147.800 Millions and subsidy of Rs. 698.700 Millions for various development p r o g r a m m e s t h r o u g h cooperatives. The major thrust was on marketing of agricultural produce distribution of agriculture inputs, value addition through agro - processing, weaker sections programmes like fisheries, poultry, dairy and livestock, handloom, scheduled caste and scheduled tribe, service sector etc. In addition to this, emphasis was also laid on area development programme viz., Integragrated Cooperative Development Project (ICDP). Some of the activities for which financial assistance was sanctioned/released are as under:-

 

  • Rs 22656.600 Millions was sanctioned and Rs.14190.200 Millions released towards marketing and inputs under
  • different schemes.
  • Sanctioned Rs.15852.000 Millions to 4 State Level Cooperative Banks, 7 District Level Cooperative Banks and 1 Primary Agricultural Credit Cooperative Society under Direct Funding Scheme and released Rs. 12852.000 Millions to such agricultural credit cooperatives.
  • Sanctioned Rs.302.500 Millions to two labour cooperatives and released Rs.1.800 Millions to one labour cooperative in Kerala.
  • Rs. 5246.600 Millions s sanctioned and Rs. 5057.200 Millions released to cooperative sugar factories under different schemes.
  • Sanctioned 9 new Integrated Cooperative Development Projects in the states of Bihar (2) , Tamil Nadu (3) , Uttarakhand (1) and West Bengal (3) at a total project cost of Rs. 2017.100 Millions involving NCDC's share of assistance of Rs.1894.600 Millions and released Rs.1775.200 Millions in 17 States. Funding of 2 ICD Projects in the State of Jammu and Kashmir was revised in view of difficult situation leading to slow implementation of the projects.
  • Sanctioned Rs.775.270 Millions and released Rs.247.840 Millions including subsidy of Rs. 76.770 Millions for dairy and livestock activities.
  • Sanctioned Rs.0.550 Millions and released Rs.55.190 Millions including subsidy of Rs. 8.350 Millions for poultry activities.
  • Sanctioned financial assistance of Rs.516.450 Millions to 31 consumer cooperative societies in Kerala (11), Himachal Pradesh (9), Mizoram (5) and (1) each in Andhra Pradesh, Delhi ( NCCF) Orriossa , Karnataka,Tamil Nadu and West Bengal and released Rs.119.700 Millions under Consumer Cooperative Programme.
  • Sanctioned Financials assistance of Rs.1072.500 Millions to 4 cooperative spinning mills (3 in Maharashtra and 1 in Madhya Pradesh) and released Rs. 693.300 Millions to cooperative ginning and pressing units and spinning mills.
  • Sanctioned Rs.117.800 Millions or 11 handloom projects in Andhra Pradesh ( 4 ) , Himachal Pradesh (3), Mizoram (2) and Nagaland (1) and Kerala (1) and released Rs. 152.800 Millions.
  • Sanctioned Rs. 15.400 Millions and released Rs.85.000 Millions for undertaking food grain processing activities under direct funding.
  • Sanctioned Rs.51.100 Millions to 2 cooperative societies related to plantation crops and released Rs.102.110 Millions including working capital loan of Rs. 23.800 Millions and subsidy of Rs. 2.500 Millions.
  • Financial assistance of  Rs. 65.730 Millions was sanctioned and released Rs.58.500 Millions for fruit and vegetable programme.
  • Sanctioned assistance of Rs. 340.580 Millions for construction of 94 new godowns and repair of 40 existing ones and released Rs.161.910 Millions for the purpose.
  • Sanctioned a total assistance of Rs.43.840 Millions to 3 cooperatives for cold storage programme and released Td. 62.600 Millions to  8 cooperatives for the purpose.
  • Sectioned Financial assistance of Rs.1246.200 Millions to 244 cooperative societies and one IFDP in Kerala and released Rs.495.500 Millions under fisheries programmes.
  • Sectioned Financial assistance of Rs.152.200 Millions to 13 cooperative societies and released Rs.93.900 Millions under computerization programme.

MISSION AND OBJECTIVES

 

NCDC is essentially a non equity based promotional organization created exclusively for planning, promoting and financing production, processing, marketing, storage, export and import of agricultural produce, foodstuff and certain notified commodities on cooperative principles. NCDC Act underwent change in 1974 to include more business activities like fisheries, poultry, dairy, handloom, Sericulture and by this amendment, NCDC's resource base was broadened to enable it to raise funds from the market. The Act was again amended in 2002, on the recommendation of GOI Committee, to cover some more areas such as livestock, industrial goods, cottage and village industries, handicrafts, rural crafts and certain notified services like water conservation works, irrigation, animal health care, disease prevention, agriculture insurance and agriculture credit, rural sanitation and services pertaining to labour cooperatives. With the above amendment, the Corporation is now financing cooperative projects directly under its various schemes on fulfillment of certain stipulated conditions, besides providing financial assistance to cooperatives through State Governments. NCDC's funding to states/cooperatives is based on specific patterns of assistance.

 

The Corporation has divided the states into three broad categories for lending assistance : cooperatively developed states, cooperatively under-developed states and cooperatively least developed states.

SCOPE OF ITS ACTIVITIES

 

NCDC's schemes/activities are designed to help in enhancing income and improving livelihoods of farmers and economically weaker sections of the society like artisans, weavers, poor rural population including tribals. Apart from activity-based assistance, the Corporation also promotes area based projects like Integrated Cooperative Development Project (ICDP) in selected districts. ICDP is a project which works for the overall development of the people of a district by unleashing the potential of the district through development various cooperative activities.

 

MANAGEMENT AND ADMINISTRATIVE SET-UP

 

The Management of NCDC vests in the General Council (GC) with 51 members and the Board of Management (BOM) with 12 members who are nominated by the Central Government. The GC lays down policy guidelines and

the BOM oversees the general management of the Corporation. The Corporation is headed by its Managing Director, who is assisted by one Deputy Managing Director and two Executive Directors who are experts in various disciplines. NCDC functions through its Head Office in New Delhi and 16 Regional Directorates. The employees strength, the number of employees belonging to Scheduled Castes and Scheduled Tribes and the number of vacancies filled up by Scheduled Caste and Scheduled Tribe candidates is indicated at

 

PROMOTIONAL AND DEVELOPMENT ROLE

 

TECHNICAL AND PROMOTIONAL (TandP) CELLS

 

NCDC is implementing a scheme for establishment of TandP Cells in cooperatively under/least developed States/UTs since the 10th Five Year Plan. Under the scheme, financial assistance in the form of subsidy is available from NCDC under the restructured Central Sector scheme for appointments of exports / development officers in the Technical and Promotional Cells established in cooperative federations and/or in the offices of Registrars of Cooperative Societies to build up a cadre of technical and professional experts who facilitate technical, financial and managerial expertise and guidance for improved performance in their own business/projects as also for member cooperative societies.

 

(a) During the year 2009-10, NCDC sanctioned one post each of Development Officer (Marketing, Technical, and Finance) for the TandP Cell of the Jharkhand State Cooperative Lac Marketing and Processing Federation Limited, Ranchi.

 

MANAGEMENT INFORMATION SYSTEM

 

The Corporation has developed and implemented a computer i zed Management Information System (MIS) to provide systematic information on various aspects of its programmes. The Corporation has provided internet and E-mail facilities to all officials and programme divisions. The Corporation's system has full facility for data storage, sharing and information retrieval in various divisions and regional directorates with the latest generation computers. All the computers are connected through Local Area Network. Regional Directorates are also equipped with computer systems having Internet and Email facilities. The Corporation's website (http:/www.ncdc.in) provides information about the organization and its schemes. Loan application forms and tenders can also be downloaded from the website. Use of Internet in the Corporation has helped in increasing office productivity.

 

In addition to developing and maintaining its own in-house Management Information System, NCDC has been encouraging and financing cooperatives from primary level to national level to develop their own Management Information System. The Corporation also provides technical guidance for selection of hardware software etc. During the year 2009-10, the Corporation sanctioned financial assistance of Rs.152.200 Millions to 13 societies and released Rs. 93.900 Millions. Cumulatively, the Corporation has sanctioned Rs.638.400 Millions for 302 societies and released Rs.400.800 Millions upto March 31, 2010 under its computerization programme

NCDC CONSULTANCY SERVICES (NCS)

 

Through its Consultancy Services Division (NCS) set up in 2004, NCDC continues to provide Consultancy Services for the benefit of various types of cooperatives, other financial institutions, departments and organizations of various Ministries. The consultancy is offered on a nominal fee and NCDC also considers financing of such projects as per its normal terms and conditions . NCDC' s consultancy is purpose oriented, efficient, time bound, cost effective and client friendly to help organizations in expansion/ diversification of their activities, value addition and human resources development, thereby enabling them to become self sustaining. NCDC provides consultancy in the following areas:

 

 

  • Project formulation and feasibility studies;
  • Appraisal of projects; Monitoring of projects;
  • Investment potential surveys;
  • Financing arrangements and loan syndication;
  • Domestic marketing and import/export of agricultural produce;
  • Performance Rating of cooperative societies; and organises
  • Training and exposure visits.

 

During 2009-10, the Corporation provided the following consultancy services:-

 

i. Appraisal of 3 cold storage projects financed by National Horticulture Board.

 

ii. Preparation of report for construction of Onion Cold Storage(Pilot Project) at Lawrence Road, NAFED .

 

COTTON DEVELOPMENT SCHEME

 

The Cotton Development Scheme being implemented by NCDC aims at bringing about qualitative and quantitative improvement in the cotton crop in the area where the cooperative spinning mills are located. For implementation of the scheme during the year 8 cooperative spinning mills (3 in Maharashtra, 3 in Karnataka and 1 each in Madhya Pradesh and Orissa) were provided subsidy of Rs.12.500 Million sa

 

MANAGERIAL ASSISTANCE FOR INTEGRATED FISHERY DEVELOPMENT PROJECT

 

During the year, managerial assistance for technical experts (training, education and project management) as a part of Integrated Fishery Development Project in Kerala and West Bengal, amounting to Rs. 2.600 Millions and Rs.8.900 Millions respectively, was sanctioned.

 

CONTRIBUTION IN NATIONAL HEAVY ENGINEERING COOPERATIVE LIMITED (NHEC)

 

During the year 2009-10, NCDC provided share capital contribution of Rs.9.000 Millions to National Heavy Engineering Cooperative Limited (NHEC), Pune. NHEC is a reputed supplier of sugar mill machinery and has played key role in ensuring consistent supply and price of machinery for sugar mills.

 

In Service Training of NCDC Officers and exchange Programmes

 

(a) As part of HR Development programme, the Corporation continues to sponsor its staff and officers in various seminars, conferences , Management Development Programmes etc. conducted by reputed professional institutions to update their knowledge and skills. During the year, 22 officers/staff were sponsored for such programmes. Further, over 190 scholars from different institutions/Universities/ Colleges visited NCDC, Head Office at New Delhi for briefing on various activities and functions carried out by NCDC. Further, 150 officers/ staff in nine batches were sponsored in different programmes organized by NCDC's Topic Training Centre at Gurgaon during the year.

(b) A High-level Japanese delegation led by Mr. Hiroshi Tsuchiya, Managing Director, Central Union of Agricultural Cooperatives (JA-Zenchu), Japan visited NCDC and was briefed on various activities and role of the

(c) The sub-office of Regional Network for Development of Cooperatives in Asia and Pacific (NEDAC) located at NCDC, New Delhi is publishing and circulating an E-newsletter through the NEDAC website www.nedac.org.in covering important events pertaining to cooperatives and agriculture and allied activities, which have bearing on the development of the cooperative sector globally and particularly in the Asia-Pacific Region.

TOPIC (TRAINING OF PERSONNEL IN COOPERATIVES) CENTRE OF NCDC

 

TOPIC was established as a training Centre of the Corporation for catering to the training and manpower development requirements of NCDC assisted projects. The Centre organizes need- based and job-specific programmes to equip key functionaries with appropriate skills and mindsets to improve management of assisted projects, besides developing and conducting training programmes for NCDC's own employees, cooperators from SAARC countries and paid programmes on specific requests of cooperative organisations. During 2009-10, the Centre organised 22 programmes and trained 563 personnel.

 

In addition to organizing training programmes, the Centre awards fellowships, cash prizes and arranges study visits under the promotional and developmental schemes of the Corporation. During 2009-10 the following activities were undertaken:-

 

(a) Under the scheme of award of “Fellowship for Faculty Development Programme in Management ” at IIM, Ahmedabad, three fellowships were granted.

 

(b) For participating in Diploma Course in Cooperative Business Management at VAMNICOM, Pune, two fellowships were awarded to ST candidates during the year.

 

(c) Under the Scheme of organization of study visits to successful Cooperative societies, one visit of 10 cooperators from LAMPS and Karnataka State LAMPS Coop. Federation was organised. The team visited the successful LAMPS in Gujarat.

 

PUBLIC RELATIONS

 

 

The Corporation's public relations strategy is aimed at projecting the developmental role of NCDC in strengthening the rural economy through countrywide networking of cooperatives. During the year, the Corporation continued with its activity of publishing various types of literature for circulation to concerned organizations and beneficiary societies, which included publication of its bimonthly journal “NCDC Bulletin”, Annual Report and NCDC Diary. Corporate advertisements were also issued to a number of cooperative organizations and to agriculture related publications on specific occasions.

 

The General Council, is the highest policy making body of the Corporation. Its meetings are presided over by the Union Minister of Agriculture as President. Meetings of General Council, are important occasions for publicity of NCDC's activities and achievements etc. During the year, the 68th and 69th meetings of the General Council were held. Deliberations of both these events were projected through press releases in prime English and Hindi newspapers, and the electronic media.

 

NCDC Bulletin being brought out by the Corporation as an institutional bi-monthly journal carries articles by eminent persons and subject matter specialists in English and Hindi, besides reports on latest developments in agriculture and rural development activities of the cooperative sector. It also serves as a means of inhouse communication covering important developments at the Head Office, high level meetings, visits of national and international delegations; as also significant events of regional offices of NCDC. The exemplary services rendered

by best performing cooperatives assisted by NCDC are also highlighted in the Bulletin through coloured photo features. The journal is widely acclaimed for its contents , lucid style and presentation

 

The year 2009-10 is notable for awards which were conferred on NCDC. Two of these awards were conferred on NCDC on 14th November, 2009, the day of commencement of the 56th All India Cooperative Week, 2009. Awardwise details are as under:

 

(i) NCDC publishes the NCDC Bulletin on bi-monthly basis which provides information in respect of agricultural

developments and cooperatives. National Cooperative Union of India, an apex organization representing cooperative movement in India, has i n s t i t u t e d t h e “ B e s t Cooperative Journal/ Magazine Awards ” to promote professionalisation in the field of cooperative literature. The NCDC Bulletin was selected for the award of 3rd prize in the “Best Cooperative Journal Award Competition, 2009. The award was presented by the Hon'ble Minister of State (Independent charge) for Micro, Small and Medium Enterprises, Government. Of India.

 

(ii) The Indian Farm Journalist Association is a non-political association registered in 1967. The Association confers national level awards annually named after Indira Gandhi and other national leaders. During the year, NCDC was conferred “Lal Bahadur Shastri Award” for Best Management Services to Cooperative Sector. Exhibitions are another effective medium for highlighting the Corporation's activities, where farmer s , cooperators and agriculture related people come from all over the country and abroad get an opportunity to exchange views and information.

 

During the year, NCDC took part in Krishi Vigyan Mela (Pusa Mela) of Indian Agricultural Research Institute (IARI), New Delhi from March 4-6, 2010. The Krishi Vigyan Mela was organized at Pusa by IARI, New Delhi. The Mela is organized annually. The objective of the Mela is to create awareness about the latest technological developments in agriculture for feedback from the agricultural community to guide the Institute's future strategy. The Mela is organized with specific theme of agricultural research and technology transfer.

 

The Mela theme for the year 2010 was “Agricultural Technology for National Prosperity”. A large number of farmers, rural youths, extension personal development functionaries, students etc. participated in the Mela. NCDC put up a stall on the Mela ground. NCDC's stall had a large number of visitors comprising various dignitiries, researchers, farmers, Cooperators, NGO's and students etc. NCDC's stall received an “Appreciation Award” for excellent display, from the Public Sector Category.

 

NCDC LIBRARY

 

NCDC Library has a collection of books on a variety of subjects, besides important agricultural reports. The annual reports received at NCDC library include reports of various Ministries and Cooperative Organisations. C.Ds of technical books and journals are also available. The Library receives a good number of technical as well

as popular magazines and subscribes to 29 daily newspapers from Delhi as well as from other important metropolitan cities.

 

The total number of books in the library is around 25,000. NCDC Library provides various types of services to the readers for their reference and research work. Reference service, current awareness, inter-library loan, maintenance of subject-wise press clippings from various newspapers are other important activities of the library. A quarterly ’Documentation Bulletin’ is also brought out by the library. The library is an institutional member of British Council Library

 

The library is using LIBSYS bi-lingual software for storage and retrieval of information. In many ways, NCDC library can be described as a core library in providing and disseminating information in the field of cooperative activities in the country.

 

 

COOPERATIVE MARKETING and AGRICULTURAL INPUTS

 

I. Schemes for Marketing of Agricultural Produce Margin Money assistance

 

Margin money assistance is provided by NCDC to National, State, District, Regional and Primary Level of Cooperative Commodity Federations/Societies for raising working capital towards development of business activities. During the year 2009-10,

 

Corporation sanctioned financial assistance of Rs.52.000 Millions to marketing cooperatives in Sikkim and Uttar Pradesh and released assistance of Rs.88.100 Milions to the Marketing Federations of Sikkim and Chhattisgarh, and to Marketing Societies in M.P. and U.P respectively. With this, the cumulative assistance provided under the scheme aggregated to Rs.5528.300 Millions.

 

II. Scheme for Marketing of Horticulture Produce

 

During the year under report, Corporation sanctioned financial assistance of Rs.1.900 Millions to 3 Cooperative Societies, one in Goa and two in Nagaland. An amount of Rs.1.000 Millions was  released to 2 Cooperative Societies one in Nagaland and one in Kerala for marketing and distribution activities

 

III. Scheme for Marketing of Plantation Crops

 

For strengthening the share capital base of plantation crops cooperative societies and for developing their marketing activities, assistance in the form of margin money and working capital is provided by the Corporation.

During the year 2009-10, NCDC sanctioned working capital loan of Rs.21.500 Millions under direct funding scheme to one rubber growers' cooperative societies in Karnataka to enable them to expand business operations. An amount of Rs.23.800 Millions was released towards working capital of two cashew processing cooperatives in Maharashtra. Cumulative releases as on 31.3.2010 for marketing activities of plantation crops stood at Rs.1309.100 Millions.

 

IV. SCHEMES FOR AGRICULTURAL INPUTS FARMERS' SERVICE COOPERATIVES

 

Under this  scheme, assistance is provided to all types of cooperative societies engaged in retail distribution of fertilizers and other agricultural inputs and noncredit activities. The main objective of the scheme is development of cooperative societies as effective Farmers' Service Centres for undertaking supply of a wide range of essential agricultural inputs and also to meet the non-credit needs of farmers. During 2009-10,Corporation sanctioned financial assistance of Rs.79.900 Millions and released an assistance of Rs.88.200 Millions. With this, cumulative assistance of Rs.557.600 Millions was provided till the end of 2009-10.

 

V. SCHEME FOR DEVELOPMENT /STRENGTHENING OF AGRICULARUAL MARKETING INFRASTRUCTURE, GRADING AND STANDARDIZATION

 

This is a Central Sector Scheme of Department of Agriculture and Cooperation introduced during the year 2004

for reform linked investment to encourage rapid development of infrastructure projects in agricultural and allied sectors including dairy, meat, fisheries and minor forest produce. It is implemented in the states where Agricultural Produce Market Committee (APMC) Act has been amended, allowing di re c t marketing and contract farming.

 

Under the scheme, investment subsidy of 25% of the capital cost upto Rs.5.000 Millions is provided. In case of North-East states. Hilly States, Tribal States and in the state of Uttarakhand, H.P., JandK and to SC / ST entrepreneurs and their cooperatives, investment subsidy is available at 33.33% of the capital cost and upto Rs.6.000 Millions. NCDC is the Nodal Agency For implementation of the scheme in the cooperative sector. During the year 2009-10, NCDC sanctioned 206 projects and released subsidy of Rs.100.000 Milions. Cumulatively 990 projects were sanctioned involving subsidy of Rs.373.100 Millions.

 

COOPERATIVE STORAGE AND COLD STORAGE

 

COOPERATIVE STORAGE

 

Storage Plays an  Important role in the  management of agricultural produce through supply of farm inputs and other technical services to farmers by extending post-harvest services like procurement, grading processing, storage and marketing of farmers' produce and also in maintaining and supply/distribution of consumer articles in rural, semi-urban/ urban areas. The Corporation, since its inception in 1962-63, has been making systematic and sustained efforts to assist in the creation of scientific storage facilities at various levels in cooperative sector. As a result of concerted efforts, the storage capacity assisted by the Corporation and owned by cooperatives has increased from about 11 lakh tonnes in 1962-63 to Rs.149.66 lakh tonnes by the end of March, 2010. A total amount of Rs.7137.560 Millions has been released by the Corporation under its various storage programmes towards construction of godowns, repair and renovation of godowns, technical and margin money assistance for business promotion under Internationally Aided Component including assistance recovered in respect of de sanctioned programme. The State-wise position of cumulative assistance provided and programmes implemented/ under implementation as on 31.3.2010 

 

COOPERATIVE COLD STORAGE

 

Cold Storage is essential for extending the shelf life and the period of marketing of fruits and vegetables, avoiding gluts, reducing transport bottlenecks during peak period of production and maintenance of quality of produce. Cold Storage helps the producers to avoid distress sale and realize better prices in the post harvest season. The consumers are assured of constant supply of quality produce at reasonable price. It is, therefore, essential to create cold storage capacity to manage the existing and projected production of horticultural produce.

 

Number of cold storages in the country is 5,386 with a capacity of about 236.628 lakh tonnes as on 31.12.2008. This includes 377 cold storages in the cooperative sector with a capacity of 9.905 lakh tonnes. Major chunk of cooperative cold storages have been created with technical and financial assistance from NCDC. As on 31.3.2010, 313 cold storage projects were organized with a capacity of 9.556 lakh tonnes. This includes 38 cold storage projects where capacity expansion of the order of 1.412 lakh tonnes was undertaken. Upto, 31.3.2010, NCDC has released an amount of Rs.1747.200 Millions for promotion and development of cooperative cold storages in the country.

 

Against 313 cold storage projects (capacity 9.556 lakh tonnes) organized in the cooperative sector as on 31.3.2010, 300 cold storage projects with a total capacity of 9.194 lakh tonnes have been completed/ ins tal led. This includes 35 capacity expansion projects of 1.259 lakh tonnes.

 

INTEGRATED COOPERATIVE DEVELOPMENT PROJECTS

 

The scheme of Integrated Cooperative Development Project(ICDP) was introduced in the Seventh Five Year Plan for promotion of various economic activities through cooperatives in the sphere of agriculture and allied sectors like, fishery, poultry, dairy, handloom and rural industries etc. in the selected districts. This scheme of the Corporation has an integrated area-based approach taking into account the local needs and resources. The scheme aims at development of cooperatives in agriculture and allied sectors, transforming cooperatives as multi-purpose entities and promoting horizontal and vertical functional linkages so as to enable the cooperatives to cater to the overall needs of rural community

 

On the recommendation of the State Governments, districts are selected for coverage under the ICDP Scheme. A

detailed project report is then got prepared by a multi-disciplinary group of the State Government or by an outside consultancy organization identified for the purpose. Subsequently, an on the spot appraisal is carried out by a team of NCDC officers. Assistance to cooperatives is provided for

 i) development of infrastructural facilities,

ii) margin money to enable them to raise requisite working capital and iii) manpower development and motivation of personnel in cooperatives.

 

A Project Implementation Agency(PIA), generally the concerned District Central Cooperative Bank (DCCB), is identified for each district for implementing the project. The PIA is assisted by a Project Implementation Team(PIT) set up specially for executing the project, the duration of which is normally four to five years. Project activities are monitored by a cell specially created for the purpose at the State level.

 

Under ICD Projects emphasis is on infrastructure development by village level cooperative such as establishment of modern office and banking facilities, setting up of consumer shop, construction of scientific storage, manpower development etc. During the year under report, some new activities like water treatment plant, apiculture and all nut processing were also included for assistance under ICDP.

 

During 2009-10, the Corporation sanctioned 9 new ICD Projects viz Bihar(2), Tamilnadu(3), Uttarakhand(1) and West Bengal(3) at a total project cost of Rs.2017.100 Millions involving NCDC's share of assistance of Rs.1894.600 Millions comprising Rs.1576.800 Millions as loan and Rs.317.800 Millions as subsidy. The subsidy of Rs.317.800 Millions comprised of Rs.135.500 Millions for project implementation, Rs.157.300 Millions for beneficiary cooperative societies under the Restructured Central Sector Scheme for assistance to cooperatives in cooperatively under/least developed states, Rs. 4.800 Millions for beneficiary societies for construction/renovation of godown under new projects, Rs.20.200 Millions for beneficiary societies under Scheme for development/strengthening of agriculture marketing infrastructure, grading and standardization. The funding of 2 ICD Projects of Jammu and Kashmir namely Kathua and Anantnag have been revised within the overall block cost for giving benefit of UD/LD subsidy to beneficiary cooperatives.

 

Besides, the Corporation also sanctioned an assistance of Rs.1.400 Millions for imparting training to PIT personnel of the ICDP at the Corporation's TOPIC training centre at Gurgaon.

 

Credit Linked Capital Investment Subsidy of Rs.5.500 Millions was also dovetailed and sanctioned for rural godowns under the ongoing projects. The total cost of 261 projects approved in the country by the Corporation by the end of 2009-10 stood at Rs.25603.700 Millions involving NCDC's share of assistance of Rs.23800.500 Millions comprising Rs.19835.600 Millions as loan and Rs.3964.900 Millions as subsidy. In addition to above, subsidy assistance of Rs.11.300 Millions for training and Rs.2.600 Millions for impact evaluation studies was also sanctioned by the end of 2009-10.

 

COOPERATIVES IN UNDER / LEAST DEVELOPED STATES

 

CONSUMER

 

An assistance of Rs. 107.950 Millions has been sanctioned to 17 consumer cooperatives in the states of Andhra Pradesh, Himachal Pradesh, Orissa, Mizoram and West Bengal during the year 2009-10 and an amount of Rs.47.900 Millions released in favour of 15 societies in the States of Andhra Pradesh, Himachal Pradesh, Orissa, Rajasthan,Uttar Pradesh and West Bengal for undertaking consumer activities.

 

SUGAR

 

During the year 2009-10, NCDC sanctioned loan assistance of Rs.2000.000 Millions and released an assistance of Rs.1950.000 Millions to Uttar Pradesh Cooperative Sugar Factories Federation Limited, Lucknow towards working Capital Requirements of cooperative sugar factories in the State

 

FRUIT AND VEGETABLE

 

During the year 2009-10, NCDC sanctioned Rs. 0.0743 crore comprising Rs. 0.578 Milions as loan and Rs. 0.165 Millions as subsidy to Goa Bagayatdar Sahakari Kharedi Vikri Sanstha Limited, Goa for purchase of one transport vehicle. Besides, assistance of Rs. 1.178 Milions and Rs. 1.425 Millions was sanctioned for the purpose of fruit and vegetable marketing and processing in the States of Nagaland Mizoram respectively. The Corporation released assistance of Rs. 4.000 Millions in Uttarakhand and Rs. 0.041 Millions in the State of west Bengal during this year.

 

 OILSEEDS

 

The  Corporation has sanctioned  financial assistance to 82 oilseed processing facilities at 54 locations in 10 cooperatively under-developed / least developed States upto 31.3.2010. A financial assistance of Rs.3568.800 Millions has been sanctioned and released as on 31.3.2010 towards setting up of these units.

 

FOODGRAINS

 

During the year under report, the Corporation has sanctioned margin money assistance of Rs. 4.600 Millions to one cooperative rice mill in the State of Andhra Pradesh and released an assistance of Rs.0.300 Million including subsidy of Rs.0.100 Million to one cooperative for mini rice mill in Assam. As on 31.3.2010, the Corporation has assisted 410 units in under developed/least developed States and has released Rs.203.900 Millions for food  grains processing units in these States.

 

PLANTATION CROPS

 

Under Plantation Crops Programme, the Corporation, upto 31.3.2010, has provided financial assistance of Rs.37.400 Millions (Rs.2.500 Millions for marketing and Rs.34.900 Millions for processing) for cooperatives in under developed/ leased developed States.

 

COOPERATIVE SPINNING MILLS AND GINNING and PRESSING UNITS

 

Cumulatively, upto 31 March, 2010, NCDC has provided financial assistance of Rs.3553.100 Millions for cooperative spinning mills and Rs. 97.300 Millions   ginning and pressing units located incorporatively under developed/least developed States. During the year, NCDC provided assistance of Rs.63.800 Millions for rehabilitation of two spinning mills in Rajasthan, Rs.200.000 Millions as working capital loan to a spinning mill in Madhya Pradesh besides Rs.0.900 Millions and Rs.1.300 Millions for implementation of Cotton Development Scheme in Madhya Pradesh and Orissa respectively. In addition to this , NCDC provided assistance of Rs.10.100 Millions including a subsidy of Rs.2.900 Millions for modernization of a ginning and pressing unit in Andhra Pradesh.

 

HANDLOOM

 

During 2009-10 , NCDC sanctioned 10 units/projects involving assistance of Rs.97.800 Millions and released Rs.152.810 Millions on completion of 14 units in under-developed/least developed States. Thus, as on 31.3.2010, the cumulative sanctions to LD/UD States stood at Rs.1996.600 Millions to 2579 units and cumulative release at Rs.1840.710 Millions.

 

COIR

 

NCDC has so far sanctioned and released a financial assistance of Rs.41.220 Millions. The programme includes 33 different coir projects viz. 2 composite coir units, one rubberized coir unit and 30 godowns in Orissa. During the year under report, the Corporation has however, not sanctioned any fresh project under the scheme.

 

JUTE

 

The NCDC has so far sanctioned and released financial assistance of Rs.37.480 Millions for 177 Jute Baling Unit s - cum-Trans it Godowns in the States of Assam, Bihar, Mehgalaya, Orissa, Tripura and West Bengal.

 

POWERLOOM

 

During the year under report, Corporation has released an assistance of Rs.1.900 Millions sanctioned in the State of West Bengal.

 

STORAGE

 

During the year 2009-10 financial assistance of Rs.5.187 Millions was sanctioned to the cooperatively under-developed/ least-developed States for 8 godowns of 2690 MT capacity and released an amount of Rs.21.633 Millions under the programme.

 

COLD STORAGES

 

·         An amount of Rs.43.840 Millions comprising Rs.36.340 Millions as loan and Rs.7.500 Millions as subsidy has been sanctioned to 3 cooperatives – one in Bihar and 2 in West Bengal. The sanctioned assistance includes margin money assistance of Rs.10.000 Millions sanctioned to Mahua Cooperative Cold Storage Limited, Mirjanagar, District Vaishali, Bihar.

 

·         During the year, an amount of Rs.62.610 Millions comprising Rs. 45.750 Millions as loan and Rs. 16.860 Millions as subsidy has been disbursed to 8 cooperatives one each in Bihar and Andhra Pradesh and six in West Bengal.

 

·         Cumulatively an amount of Rs.1119.110 Millions has been provided to under-developed/ least-developed States including North Easter Region under the programme up to 31.3.2010.

 

POULTRY        

 

During 2009-10, an assistance of Rs.0.550 Millions was sanctioned to the Government of Nagaland for poultry activities and released an assistance of Rs.55.190 Millions for on-going projects.

 

DAIRY and LIVESTOCK

 

During 2009-10, an assistance of Rs.65.350 Millions was released for on-going projects in Andhra Pradesh, Bihar and Nagaland.

 

FISHERY

 

During 2009-10 , NCDC sanctioned Rs.173.400 Millions and released Rs.167.200 Millions towards Fishery Cooperatives in West Bengal and Nagaland.

 

MIS

 

·         During the year 2009-10, NCDC sanctioned Rs. 152.200 Millions to 12 societies and released Rs. 89.200 Millions for Under/Least Developed States under Central Sector Scheme for Computerization.

·         Sanctioned assistance includes Rs.145.300 Millions to 9 District Cooperative Bank in Uttar Pradesh, Rs. 0.680 Millions for one society in West Bangal, Rs. 2.400 Millions for another society in Goa and Rs. 3.900 Millions for Mizoram Cooperative Apex Bank.

·         Released assistance includes Rs. 78.300 Millions to 4 District Cooperative Banks in Uttar Pradesh, Rs. 1.200 Millions to 3 societies in Himachal Pradesh, Rs. 0.200 Millions for 2 PACS in West Bengal, Rs. 1.000 Millions for Mizoram Cooperative Apex Bank, Rs. 3.300 Millions to 1 Federation in Madhya Pradesh and Rs. 5.200 Millions  for State Cooperative Bank in Rajasthan

 

INTEGRATED COOPERATIVE DEVELOPMENT PROJECTS (ICDP)

 

  • Out of 9 projects sanctioned during 2009-10, 6 ICD projects with project cost of Rs.1012.000 Millions and NCDC assistance of Rs. 948.300 Millions comprising Rs.713.200 Millions as loan and Rs.235.100 Millions as subsidy were sanctioned in cooperatively least/under-developed states under the Scheme for Integrated Cooperative Development Projects (ICDP). Cumulatively, out of 261 projects sanctioned by the Corporation, 199 projects are in cooperatively least/ under-developed States with a project cost of Rs.18377.600 Millions involving NCDC share of assistance of Rs.17141.700 Millions comprising Rs.13866.300 Millions as loan and Rs. 3275.400 Millions as subsidy.
  • During the period under report, Rs.1775.200 Millions was released, of which Rs.1340.800 Millions was provided to under- developed /leased developed steps. Cumulatively, out of the total assistance of Rs. 15781.600 Millions released to State Governments upto 31/3/2010, an amount of Rs .10902.500 Millions (69%) comprising Rs.9236.500 Millions as loan and Rs.1666.000 Millions as subsidy was provided to cooperatively under developed / least developed States.
