Policymakers are
expected to take more interest in wireless issues in 2012 than before, as
wireless growth and access line decline continues, speakers said during a
National Association of Telecommunications Officers and Advisors webinar
Monday. But wireless is almost exclusively under federal jurisdiction, said
attorney Gerry Lederer. That makes it difficult for local governments to get
involved in wireless issues, he said. Meanwhile, local governments often
support private broadband projects through public investment, NATOA said in a
recent letter responding to a Request for Information issued by the University
Community Next Generation Innovation Project. While financial investment for
these projects may be characterized as private investment, any reduction in
fees or charges for the use of the public rights-of-way and the use of
dedicated inspectors are characterized as public investment, the group said.
Local governments expect the financial benefits of a fiber system to be far
larger than the reduced revenue or increased cost that local governments would
experience, NATOA said. Municipal attorney Jim Baller helped draft the letter.

The Lederer Memorial
Trophy attracts almost all of the country's top players, together with visitors
from abroad. Prizes are awarded for the best played, bid and defended hands of
the tournament, and today's deal caught the eye of the judges. Game all, dealer
West.
When Espen
Erichsen, a Norwegian who has lived in London for many years and represented
England at international events, held the North cards he decided that they were
worth a strong no trump opening. East overcalled the obvious four spades, and
South's double was showing values rather than purely for penalty. We are taught
that when we have made a limited opening such as 1NT we leave future decisions
to partner - but this was no ordinary 1NT opening, and Erichsen removed his
partner's double to five diamonds. East led the king of spades and declarer won
with the ace. He laid down the ace of diamonds and next led the 10 of hearts
from his hand. East won the ace of hearts, cashed the king of spades, and led
the 10 of clubs. Erichsen put up dummy's ace, led a diamond and finessed his
10, drew trumps and threw his losing club on dummy's fourth heart. That was a
very fine piece of card reading, and that won him the award for declarer play.
At the other table
North opened a more orthodox one diamond, but after East's overcall of four
spades there was no further bidding and the same team had reached game at both
tables. South led a trump, often the right idea when your side has the balance
of power, but matters soon became complicated for the defence. North won the
ace of spades, cashed the king of diamonds, and switched to a heart. East put
up the ace, drew trumps and played the queen of clubs. South won and led a
second diamond rather than a heart, so declarer was able to ruff, discard his
losing heart on a club and claim his contract for a double game swing.
"Were you trying for the worst defended hand?" enquired North.
"Not really," said South mildly. "When you cashed the king of
diamonds, I thought declarer had to have the queen or you would have played
that card instead."

Report Summarizes
Applied Bioinformatics Study Findings from University of Duisburg-Essen
Applied Bioinformatics
Robotics & Machine Learning: 23 November 2011
[What follows is the full text of the news story.]
"Peptidyl-prolyl
cis/trans isomerases (PPIases) are enzymes assisting protein folding and
protein quality control in organisms of all kingdoms of life. In contrast to
the other sub-classes of PPIases, the cyclophilins and the FK-506 binding
proteins, little was formerly known about the parvulin type of PPIase in
Archaea," scientists in Essen, Germany report.
"Recently,
the first solution structure of an archaeal parvulin, the PinA protein from
Cenarchaeum symbiosum, was reported. Investigation of occurrence and frequency
of PPIase sequences in numerous archaeal genomes now revealed a strong tendency
for thermophilic microorganisms to reduce the number of PPIases. Single-domain
parvulins were mostly found in the genomes of recently proposed deep-branching
archaeal subgroups, the Thaumarchaeota and the ARMANs (archaeal Richmond Mine
acidophilic nanoorganisms). Hence, we used the parvulin sequence to reclassify
available archaeal metagenomic contigs, thereby, adding new members to these
subgroups. A combination of genomic background analysis and phylogenetic
approaches of parvulin sequences suggested that the assigned sequences belong
to at least two distinct groups of Thaumarchaeota. Finally, machine learning
approaches were applied to identify amino acid residues that separate archaeal
and bacterial parvulin proteins from each other," wrote C. Lederer and
colleagues, University of Duisburg-Essen.
The researchers
concluded: "When mapped onto the recent PinA solution structure, most of
these positions form a cluster at one site of the protein possibly indicating a
different functionality of the two groups of parvulin proteins."
Lederer and
colleagues published their study in Evolutionary Bioinformatics (Single-Domain
Parvulins Constitute a Specific Marker for Recently Proposed Deep-Branching
Archaeal Subgroups. Evolutionary Bioinformatics, 2011;7():135-148).

Laugharne was
awash with cameramen, sound engineers and celebrities last weekend as the team
from Cariad@iaith began filming for a Christmas special on S4C.
Celebrities
included Colin Charvis former Wales rugby captain and British and Irish Lions
player; comedy actress Helen Lederer; TV presenter Josie d'Arby; Lembit οΏ½pik;
Matt Johnson presenter of OK TV; Melanie Walters, of Gavin & Stacey fame
and Rhys, from Goldie Lookin' Chain.
They were under
the guidance of TV presenter and Welsh-language tutor Nia Parry and leading
Welsh-language tutor Ioan Talfryn.
Their visit to
Laugharne entailed a Christmas dinner at the Great House followed by a guided
walk taking in Dylan's grave and the boathouse.
Local photographer
Alan Evans was chosen to lead the celebrities around Laugharne.
The celebrities
were then taken to Caitlin's restaurant where Alan treated them to Breton
crepes with cockles, laver bread and salmon. Manager Richard Pearce and his
partner Sam said: "The team were very happy with their visit and they
thoroughly enjoyed the food, the views and the hospitality."
Alan said: "I
was very impressed with the level of Welsh the celebrities had gained. They
were all very enthusiastic about Laugharne. The beauty of the estuary astounded
Lembit οΏ½pik.
"All the
celebrities really appreciated the beauty of the area and were keen to know all
about Dylan Thomas and his time in Laugharne.
"I think they
were surprised that Dylan Thomas was quite undersold given that he is strongly
associated with Laugharne by people from all over the world.
"Dylan Thomas
has been good for Laugharne and is the biggest USP for the area.
"The crew and
the cast brought much needed business to Laugharne. Many said they would
return. I was slightly nervous during filming but they were all such wonderful
people, very warm and very helpful."

Nwachukwu picks
three in Lions win
Lockport Union-Sun & Journal (NY): 16 October 2011
[What follows is the full text of the news story.]
Oct. 16--LOCKPORT
-- Lockport senior Ezra Nwachukwu intercepted three Niagara-Wheatfield passes
on Saturday, including two for touchdowns, sparking the Lions past the visiting
Falcons, 25-13, in a rain-soaked Section VI Class AA regular-season football
finale at slippery, sloppy Max D. Lederer Field.
Nwachukwu's picks
-- all in the fourth quarter -- broke open what had been a close, see-saw game
that featured fumbles and other miscues on almost every play due to wet
conditions, a stiff wind and the resulting poor field conditions. His 10 career
interceptions is a new LHS record.
The good news for
both teams is they will both advance to the first round of the VI grid playoffs
next weekend and will play on more modern surfaces that don't turn to soup in
the fall.
Head coach Greg
Bronson's Lions capped off their 2011 VI season with a record of 3-2 in AA
North and finished 4-3 overall. They'll advance to play Jamestown in a AA
playoff quarterfinal on the road on Friday night. The Falcons (2-3 AA North,
2-5 overall) will play at top-seeded Orchard Park in another quarterfinal next
weekend.
"It was hard
trying to get your footing because it was so slippery out there," said
Lions senior Luke Hinton (51 yards rushing, 2-for-6 passing, 16 yards, 1 INT),
who started at quarterback for injured Daniel Bronson. "It was also hard
trying to throw the ball. The few times I did pass, I just put it up. Thankfully,
I wasn't asked to throw the ball too many times."
After a scoreless
first quarter, the Lions marched 57 yards on 12 plays, capped by a 1-yard TD
run by junior running back Mitchell Evans (16 carries, 117 yards, TD) and LHS
led 6-0 at the half.
Head coach James
Hagerty's Falcons took advantage of a foiled on-sides kick attempt by Lockport
to open the second half and took the football 52 yards on 11 plays, capped by
junior quarterback Brenden Gilewski's 15-yard touchdown pass to senior Phillip
Karch (4 carches, 63 yards, TD) on a tight end screen. Senior Alex Vranic's
point after kick gave the visitors a 7-6 lead.
Lockport regained
the lead for good on their next possession, rolling up 19 consecutive points in
the decisive fourth quarter.
Junior running
back James Chambers (9 carries, 53 yards, TD) scampered 37 yards around the
left side for a TD with 10:53 left in the game, then Nwachukwu hauled in the
first of his three INTs and ran it back 65 yards for a touchdown that upped the
LHS lead to 18-7 with 8:14 to go.
Nwachukwu and
senior Chris Graziano picked off consecutive Falcons passes -- one on a
halfback option pass -- but both ensuing Lockport drives resulted in punts.
The stingy Falcons
offense marched right back into Lions' territory mainly off the legs of senior
running backs Ed Starr (27 carries, 131 yards) and Todd Fiel (10 carries, 65
yards). But with just over two minutes to go, Nwachukwu picked off his third
pass -- the second halfback option pass INT by Starr -- and returned it 47
yards for a score. Junior Kyle Few kicked the extra point to round out the
scoring for Lockport.
"We weren't
playing our positions in the first half, then in the second half we were in the
right spots and that led to the interceptions," Nwachukwu said. "We
look forward to playing Jamestown and playing on a better turf. It was almost
impossible trying to get your footing out there today."
The Falcons added
a final TD on an 11-yard pass from Gilewski to senior Martin Pitman (3 catches,
11 yards, TD).
"We had
everything going our way in the first two minutes of the game and the last two
minutes," Hagerty said. "We're still growing as a program, so we'll
try and learn from this and hopefully, next time we'll cash in on more of our
chances."
Graziano and
sophomore lineman Marshall Taylor chalked up sacks for Lockport, while junior
Jacob Bow caught two passes for 16 yards. Karch had a sack for the Falcons,
while senior Alec Cody added a fumble recovery.
Starpoint 13, Will
East 0
WILLIAMSVILLE --
Jake Kenny had eight tackles and two sacks, while R.J. Hernandez had eight
tackles and a sack to help hold the Flames to 42 total yards of offense and
five first downs.
Tarek Jabaji added
six tackles, four for loss as Starpoint (4-3, 4-2 A North) compiled 16 tackles
for loss throughout.
Corey Regnet got
the Spartans on the board in the second quarter on an 11-yard run, and his four
catches for 38 yards made him Starpoint's all-time leading receiver with 777
career yards. Regnet passed 1984 graduate Rob Housler, who held the record with
745 career yards.
The Spartans
clinched the third spot in A North and will likely play Bennett, the second
seed in A South, Friday night at All-High Stadium to open postseason play. It's
Starpoint's second playoff berth in 15 years (2008).
Lafayette 20,
Wilson 16
BUFFALO -- Cameron
Sidote had 148 yards and two scores on 19 carries, but an early interception
return for the Fighting Violets and a 14-0 lead at the half was too much for
the Lakemen to overcome. Justin Slango added 95 yards on the ground for Wilson
(1-6).

[What follows is
the full text of the article.] Theatre The most amazing
production I've been to see this year was Ena Lamont Stewart's 'Men Should
Weep' at the National Theatre with my daughter. I thought it gave real insight
into the human spirit of life in Glasgow during the 1930s, in a way that was
both funny and harsh. The set was designed on two or three levels, which gave
it a dolls-house feel and the acting was superb. I particularly enjoyed Karen
Dunbar's performance as Mrs Harris. I've seen her do stand-up comedy, so it
was really interesting to see her in a different light as such a strong
actress. Books I was lucky to
be on the Orange Prize for Fiction judging panel this year. One book in
particular that I really liked was called 'Mr Rosenblum's List' by Natasha
Solomons, which tells the touching story of a Jewish refugee in the late
1940s, after the war, who was not allowed entry into a golf club and so
embarks on a challenge to build his own. Subtly told and gently funny. Visual Arts I happened to be
in Prague in June and saw Prague Quadrennial. They had a whole room devoted
to the work of Samuel Beckett and the guy who had designed the installation
was sitting in the room on his typewriter, so we were able to go and talk to
him about his ideas and inspirations. I love interactive stuff like this. Films I went to see
the film 'One Day' (above), which I loved. I like to think that I discovered
David Nicholls before anybody else did as I read his book 'The Understudy'
long before he became so renowned. I think it's always interesting to see a
film adaptation of a book, and I find I often have to separate the two.
Despite people's criticisms of Anne Hathaway's accent, I thought she acted
beautifully with Jim Sturgess. There was chemistry, and it's always magical
to see that on screen.

[What follows is
the full text of the article.] WHAT'S YOUR WORKOUT
ROUTINE? THERE is a Zumba
epidemic in Dulwich, London, where I live. It's a dance class with Brazilian
music which I love, so I'm happy. I love tennis, too. WOULD YOU HAVE
PLASTIC SURGERY? IF YOU do it you've
then got to take the flak for looking a bit odd. GET YOUR FIVE A
DAY? PROBABLY not. I
never know if they mean five different types of fruit and veg or five peas. DO YOU DRINK? It's one of
life's greatest pleasures. I like experimenting with new drinks -- my latest
discovery is elderflower liqueur with Martini. HANGOVER CURE? EAT something
and take one of those fizzy Berocca tablets. Everyone in the theatre passes
them round after a heavy night out to face the matinee. EVER DIETED? ALL MY life.
I've tried the cabbage soup diet, Atkins, the lot. I'm 5ft 3in and I'd like
to be 10st, which some people might think is quite large, but I have big
bones and being too thin doesn't suit me. At the moment I'm about 111/2
stone. DO YOU COME FROM
HEALTHY STOCK? MY FATHER died
of a heart attack at 52 which was very sad. My mother died young, too, at 77.
Maybe if she had not been overweight and diabetic she might still be around. ANY OPS? I HAD Hannah,
now 21, by Caesarean. She was a little overdue and they found she was a very
long baby and I wouldn't have been able to give birth naturally. EVER BEEN
DEPRESSED? YES. The crunch
came when a play I was doing had some pretty rough reviews. It landed on top
of various bereavements. I started questioning myself and couldn't bounce
back. I took anti-depressants for a while, and spent nine months talking to a
counsellor. WERE YOU A
HEALTHY CHILD? YES, although I
had asthma badly. If I got a cold it would go straight to my chest and I'd be
off school for ages. That's why I can't spell! Now I just have my Ventalin
spray with me at all times just in case. I've also found I'm allergic to
horses and some dogs. BIGGEST
WEAKNESS? KIT-KAT, Topic
and Maltesers. I have to go to different newsagents to buy them so they don't
think I've got a problem. WHAT'S YOUR
HEALTH ESSENTIAL? MY OTHER half,
Chris. He's a GP -- he can problem-solve and he doesn't panic. LIKE TO LIVE FOR
EVER? MY PARENTS died
young so I have a feeling I'll go before I'm ready. I've got to live hard. AN EVENING With
