INDIAN ECONOMIC OVERVIEW

 

The current downturn provides an opportunity to push ahead with reforms to accelerate growth, says the latest India Development Update report released by the World Bank. The report says that the adverse effects of rupee depreciation are likely to be offset by the gains in the exports performance due to improved external competitiveness. Since May this year, the local currency has depreciated substantially and fell to a record level of Rs 68.85 to a dollar on August, 28.

 

A stagflation like situation appears to have arisen as inflation jumped to an eight month high of 6.46 % for the month of September. It is up from 6.10 % in August. Growth continues to be muted with factory output plunging to 0.6 % in August. Onion prices have risen nearly 300 % from last September. Vegetables cost nearly 90 % more than they did last year. Wake up to the economic contribution of slum dwellers. They contribute more than 7.5 % to the country’s gross domestic product, according to a recent study conducted in 50 top cities.

 

136000 estimated number of jobs created during the second quarter of the current financial year. 50000 estimated number of additional jobs in the field of corporate social responsibility in the coming years.

 

The International Finance Corporation expects to come out with its rupee linked bonds issue before the end of 2013 as a part of its plan to raise $ 1 billion. The Apple iPhone 5c (Rs 41900 for 16 GB variant) and 5s (Rs 53500 for 16GB variant) has been launched in India from 1st November.

 

The Land Acquisition Act to provide just and fair compensation to farmers will come into force from January 1 next year, said Rural Development Minister Jairam Ramesh. The Act replaces a 119 year old registration. The Securities and Exchange Board of India has approved the trading of currency futures on the Bombay Stock Exchange. The exchange plans to launch the currency futures platform with advanced trading technology by the end of November.

ABOUT GFSU

 

Established by the Government of Gujarat, under the flagship of Home Department - Government of Gujarat. The Gujarat Forensic Sciences University is a highly specialized higher education institution that came into existence through an Act: No. 17, passed by the Gujarat State Legislative Assembly, dated the 30th of September 2008.

 

It is the only university across the world, dedicated to Forensic and Investigative Science. The University started functioning from July 2009 onwards and in May 2011, received recognition by the 'University Grants Commission'; as a State University, under Section 22 of the UGC Act 1956. It is located at Gandhinagar - the capital city of the State of Gujarat, which is a vibrant; industrious; safe and business friendly State of India. The University is segregated into three academic departments, namely: Institute of Forensic Science, Institute of Behavioural Science and Institute of Research and Development. It currently offers only postgraduate level academic programs.

 

The University runs in parallel association with the Directorate of Forensic Science (DFS) - Gujarat State, to provide hands-on training. DFS - Gujarat State is a state-of-the-art; NABL accredited; ISO-IEC 17025:2005 certified laboratory, maintaining international standards in terms of infrastructure and facilities for Forensic Analysis.

 

The GFSU's Ultramodern Campus construction is already underway; near the DFS premises, on a government allocated land of 50,000 Square Meters. The foundation of the University's campus was laid by the Hon'ble CM of Gujarat State, on the 10th of October 2011.

 

The University is headed by the Director General; followed by the Registrar and a Director; as Head of each of the Institutes.

 

The highest body of the University is the Board of Governors; having the Director General of the University, as its Chairman.

 

ABOUT THE DIRECTOR

 

Dr. Mohinder Singh Dahiya (M.Sc., Ph.D.) is currently the Director for the Institute of Forensic Science, Gujarat Forensic Sciences University since the establishment of the institute. He holds a Ph.D. in Forensic Science and 30 years of experience in Forensic Science laboratory. He has held different positions in the Directorate of Forensic Science - Gujarat state and remained the Deputy Director of the laboratory for many years.

 

He has been imparting training to various cadres of Police Officers, Judicial Officers, Banking Officials and Forest Department officials, in areas related to Forensic Science, Narcotics, Explosives, Wildlife Crimes, Computer Forensics and Crime Scene Management. He has the following achievements:

 

·         Gold Medalist in M.Sc. (Criminology and Forensic Science).

·         Published more than 80 research papers in various scientific journals.

·         Prepared and complied the Toxicology Manual for BPR and D, under the Chairmanship of Director FSL - Gujarat.

·         Has been the Member of Chemistry and explosives, Narcotics and psychotropic substances Manual Committee, prepared by BPR and D.

·         Awarded with DFS Meritorious Award in Forensic science - 2003 in recognition of crime scene management, Forensic science support to police officers at crime scene and laboratory analysis.

·         Got NABL accreditation of various departments of DFS – Gandhinagar, as Quality Manager.

·         Author of book titled “Crime scene management”

·         Appointed as the member of Hooch Tragedy commission by Government of Gujarat, headed by Retd. Mr. Justice K. M. Mehta.

·         Reported many forensically important cases of Gujarat and other States in India

April 2012:

Mr. Mehul K. Dave (G.A.S.) - Registrar of the University, was nominated for Foreign Training on Governance and Anti-Corruption Methods; by the Government of India - Department of Personnel and Training.

March 2012:

Organized Satellite Symposium on Chemical Sciences; in association with Directorate of Forensic Science Services - New Delhi and IVth All India Conference of Directors of Fingerprint Bureaux; in collaboration with National Crime Bureau - New Delhi.

February 2012:

Three Visiting Faculties from Overseas, Dr. James Hamby; Mrs. Patricia Hamby from USA and Mr. Nadav Levin from Israel, gave lectures to the students and also conducted "National Seminar on Firearms and Toolmarks Investigation".

January 2012:

21st January 2012 was celebrated as Forensic Psychology Day; by the University, for the first time in the world. The Principal Secretary, Home Dept. - Govt. of Karnataka, inaugurated the event.

October 2011:

Foundation Stone of University's Campus was laid by the Hon. C.M. - Gujarat State.

September 2011:

Director General - GFSU attended INTERPOL'S Forensic Science Managers' Symposium - 2013's 'Organizing Committee' Meeting, at Madeira - Portugal.

In collaboration of JSS University - Mysore, GFSU organised International Symposium on Forensic Science Services - 2011.

July 2011:

GFSU experts conducted Technical Audit of State Forensic Science Laboratory - New Delhi.

Workshop on Strengthening Wildlife Enforcement for Wildlife Protection in South Asia was organized for Forest Officers of SAARC Nations, under the aegis of South Asia Wildlife Enforcement Network (SAWEN) Secretariat.

May 2011:

The University got recognition from the University Grants Commission; as a State University, under Section 22 of the UGC Act - 1956.

The M.PHIL. - Clinical Psychology Course run by the Institute of Behavioural Science, was recognized by the Rehabilitation Council of India.

March 2011:

Organized First International Conference on Forensic Nanotechnology and Launched "E-Crime Reporter"- world's first newsletter dedicated to Digital Forensics.

February 2011:

Dr. Jurrien Bijhold from Netherlands Forensic Institute took lectures on Forensic Digital Image Analysis. "National Seminar on Uses of Digital Images in Forensic Investigation", was conducted for the F.S.L. experts of the country.

January 2011:

31st National Annual Conference of the Indian Association of Clinical Psychologists was hosted for the first time in the State of Gujarat.

May 2010:

Director General - GFSU was appointed as a member of NICFS Advisory Council, formed by Ministry of Home Affairs, under the Chairmanship of Union Home Secretary.

April 2010:

University organized The First INTERPOL meeting to promote the use of DNA, DVI and Fingerprints in Identification in Asia; for experts of SAARC countries, in collaboration with INTERPOL Headquarters - Lyon, France.

August 2009:

The academic programs of the university were launched by the Hon'ble CM of the Gujarat State.

About the Institute

 

The Institute of Research and Development; as the name suggests, is dedicated to the discovery; development; and application of forensic science in a wide range of academic and professional areas; to create excellent quality of research work, in a learning environment that promotes creativity; innovation and critical thinking amongst students.

 

The Institute was founded in 2009, under the able leadership of Prof. Y. K. Agrawal – the current Director of the Institute and is an active centre for generation of ideas; concepts and newer technologies. It keeps itself abreast with the ongoing developments in area of Science and Technology and is focused on hardcore research in the area of Forensic Sciences, specifically – Forensic Nanotechnology based methods for improvements in the area of crime investigations, creating faster; more reliable; widely applicable; more rugged; inexpensive and less labor intensive tools for identification; collection; preservation and analysis of crime scene evidences. It emphasizes on developing tools; inclusive of miniature cum portable forensic - testing devices, increasing the discriminatory power of existing forensic techniques, thus enhancing the chances of a more conclusive match.

 

 

INSTITUTE OF BEHAVIORAL SCIENCE

 

About the Institute

 

The Institute of Behavioural Science (IBS) focuses on broad areas like: Social Sciences, Neurosciences, Neural-Decision Sciences, Psychological Sciences, Social-Communication Sciences, Cognitive Sciences, Psychobiology, Management Sciences, Operational Research, Social Psychology, Forensics, Criminal Behaviors, Normality, Abnormality, etc.

 

The Institute endeavors to impart education and research in clinical and forensic psychological sciences and also to provide better caliber in diagnostics; psycho-legal consultation to referral sources (clinicians, attorneys, the Courts, social services, criminal justice agencies, etc.) and treatment and rehabilitation to clients. It is staffed with highly experienced mental health professionals; rehabilitation professionals and cognitive neuroscientists, who provide a wide range of services in education and research and development, in areas of clinical and forensic psychological sciences.

 

RCI has recognized the IBS for conduction M.Phil-CP course from 2011-2014.

 

IBS has established Buddha Psychological Services Centre (BPSC), which provides Consultation services, in terms of diagnostic; therapeutic and rehabilitative services, to offenders in both civil and criminal cases on outdoor basis. IBS is also providing counseling services (Buddha Counseling Centre) at Sabarmati Central Prison of Ahmedabad, for jail inmates.

 

Highly experienced and eminent experts are engaged as faculty at the institute. It intends to start post doctoral / doctoral / postgraduate degree / diploma / certificate courses in important areas viz. investigative psychology, suspect detection, lie detection, psychological profiling, cyber psychology, etc. in the near future. These courses will be open to both students and in-service personnel.

This Institute was established with an aim to provide a centre for academic excellence and ultramodern practical training in the area of forensic and its subsidiary sciences. It also emphasizes on maintaining a cordial and disciplined environment for students.

 

Promoting ethical values and encouraging Scientific Investigative skills amongst the young generation, thereby creating well trained experts, is the objective of the institute.

The Institute has solely been dedicated to providing quality education in Forensic Sciences and its allied areas. The professionals produced under its umbrella will certainly play a very crucial role in the criminal investigative process.

 

The Institute of Forensic Science has introduced a scheme of Awards for its meritorious students, namely:
