INDIAN ECONOMIC OVERVIEW
India is developing into an open-market economy, yet traces
of its past autarkic policies remain. Economic liberalization, including industrial
deregulation, privatization of state-owned enterprises, and reduced controls on
foreign trade and investment, began in the early 1990s and has served to
accelerate the country's growth, which has averaged more than 7% per year since
1997. India's diverse economy encompasses traditional village farming, modern
agriculture, handicrafts, a wide range of modern industries, and a multitude of
services. Slightly more than half of the work force is in agriculture, but
services are the major source of economic growth, accounting for more than half
of India's output, with only one-third of its labor force. India has
capitalized on its large educated English-speaking population to become a major
exporter of information technology services and software workers. In 2010, the
Indian economy rebounded robustly from the global financial crisis - in large
part because of strong domestic demand - and growth exceeded 8% year-on-year in
real terms. However, India's economic growth in 2011 slowed because of persistently
high inflation and interest rates and little progress on economic reforms. High
international crude prices have exacerbated the government's fuel subsidy
expenditures contributing to a higher fiscal deficit, and a worsening current
account deficit. Little economic reform took place in 2011 largely due to
corruption scandals that have slowed legislative work. India's medium-term
growth outlook is positive due to a young population and corresponding low
dependency ratio, healthy savings and investment rates, and increasing
integration into the global economy. India has many long-term challenges that
it has not yet fully addressed, including widespread poverty, inadequate
physical and social infrastructure, limited non-agricultural employment
opportunities, scarce access to quality basic and higher education, and
accommodating rural-to-urban migration.

BACKGROUND:
Subject was incorporated on 16 October 2006 at
Kolkata, State of West Bengal a Special Purpose Vehicle (SPV) of Bengal Shrachi
Housing Development Limited (BSHDL) and Xander Investment Holdings VI Limited,
(a company incorporated under the low of Mauritius). BSHDL is a joint venture
between West Bengal Housing Board and Shrachi Group. The company has acquired
development rights in the land and Mouza Nababhat Burdwan form BSHDL. The
objective of the company is to develop the land into a mini township.
BUY-BACK OF EQUITY SHARES:
The company vide the resolution passed at the
Annual General Meeting dated 16 September 2011, has bought back 176471 Class
“A” Equity Shares of Rs.10 each and 176471 Class “B” Equity Shares of Rs. 10
each at a price of Rs.170 per share. In accordance with the provisions of
Section 77 A of the Act, the premium on buy-back amounting to Rs.56.470
Millions has been adjusted out of the securities premium account.
DIVIDEND ON 14% CLASS “C” AND CLASS “D” NON CUMULATED PREFERENCES
SHARES:
The preferences share holders have waived
their right to preference dividend in respect of the current year ended 31
March 2012. Accordingly, provision for preferences dividend has not been
created as at 31 March 2012.

16.75% Fully convertible debentures (FCD’s) of Rs.10 each, fully paid up
were allotted pursuant to the shareholders agreement and shares subscription
agreement both dated 20 October 2006 (as amended through the second addendum

SHRACHI TO BUILD
BARDHAMAN TOWNSHIP
Kolkata-based Shrachi Burdwan Developers Private Limited will develop a
satellite township, namely Renaissance; spread over 256 acres, on the outskirts
of Barddhaman town.
The foundation stone for the project was laid down by Nirupam Sen,
minister for commerce and industries, West Bengal and the chairman of the
Burdwan Development Authority (BDA).
Formed in 2002, the BDA is a statutory authority under the Government of
West Bengal, formed with the vision of developing Barddhaman as an ideal
destination for industry.
Speaking on the occasion, Sen said BDA was planning to develop more township
projects in Barddhaman to avoid unplanned growth of the city.
Renaissance would be a comprehensive township with a wide range of
residential, retail, administrative, health and educational facilities to cater
to both the residents in Barddhaman and the surrounding region.

SHRACHI EYES MORE
PROJECTS
Kolkata-based
Shrachi Developers is eying residential projects in small towns to beat the
slump in the property market.
The
real estate company is planning to launch two high income group (HIG)
residential projects at Kharagpur and Jamshedpur by year-end.
"We
hope to launch two residential projects at Kharagpur and Jamshedpur in the next
six-nine months. The projects are yet to be finalised. Over the last two years,
we have shifted our focus to tier II and III cities, due to the immense
untapped potential in the areas. In the next one year our main focus will be to
complete the ongoing projects," said Rahul Todi, managing director of Shrachi
Group.
Shrachi
is the process of purchasing land for the two projects, with each of them
likely to be spread over 15-20 acre.
Shrachi
Burdwan Developers, a part of the Rs.10000.000 Millions Shrachi Group, is also
in the process of developing a satellite township, namely Renaissance, spread
over 256 acres, on the outskirts of Burdwan town.
The
first phase of the project, with about 400 bungalows, was likely to be finished
by the end of 2010, said Todi. Out of the 400 buildings slated for the first
phase of Renaissance, nearly 250 had been sold so far, he added.
"We
have received good response from the local residents at Burdwan, where the
economy is mainly dependent upon agriculture. Thus, it is more or less immune
to the overall economic slowdown. This apart, the pricing is also
reasonable," Todi said.
This
apart, Shrachi is also developing a retail-cum-commercial project at Durgapur,
over 3.50 lakh square feet, and project cost of Rs 90 crore. Renaissance would
be a comprehensive township with a wide range of residential, retail,
administrative, health and educational facilities.
KOLKATA: 89 KILLED IN AMRI HOSPITAL FIRE; SIX BOARD MEMBERS ARRESTED
Kolkata: Six board members of the AMRI hospital in Kolkata have been arrested for
culpable homicide after this morning's fire in which 89 people - 85 patients
and four staff members - died. The board members including prominent
industrialists SK Todi and RS Goenka - reported to also be the owners of the
hospital - voluntarily surrendered at a local police station.
There were 160 people inside the hospital in
Dhakuria, south Kolkata, when the fire began at about 3 am.
Families of the victims and the government accuse the privately-owned and posh
hospital of ignoring basic fire safety laws; they also say that after the fire
began, doctors and staff members abandoned patients, many of who were immobile.
Chief Minister Mamata Banerjee said this morning's
tragedy was "an unforgivable crime" and vowed "the harshest
punishment possible" for those found responsible. "As per my
announcement that offenders will be arrested, six persons, including SK Todi,
have been arrested," Ms Banerjee told reporters. "Law will take its
own course. Those responsible for so many deaths will be dealt with
seriously," she said. Ms Banerjee said the fire services authorities and
the police had cautioned the AMRI Hospital authorities in September about its
basement. "AMRI had given an undertaking, but did not keep it," she
said.
The licence of the hospital has been cancelled. A
First Information Report or FIR has also been filed, which launches a criminal
case. "It was horrifying that the hospital authorities did not make any
effort to rescue trapped patients," said Subrata Mukherjee, West Bengal
state minister for public health engineering. "Senior hospital authorities
ran away after the fire broke out."
The fire began in the basement, where highly
inflammable material was allegedly stored. Eyewitnesses say they first spotted
and reported smoke streaming from the hospital around 3 am, but the first fire
engine arrived two hours later. Additional Director General Fire Services D
Biswas, however, denied any delay. He said that the fire brigade was informed
at 4.10 am and it responded immediately.
The road leading to the hospital is narrow and congested.
Inside the hospital, there was chaos - the building was engulfed in smoke, many
patients suffocated. "Every door is locked, every window is locked,"

"We cannot bring any patient outside," he said, his anger visible.
Through the morning, firemen were seen using ropes and ladders to enter the
different floors of the hospital; some windows had to be smashed. News agency
IANS quoted an unnamed hospital spokesperson who reportedly said, "At the
time of the fire, there were 160 patients, including around 40-50 in the ICU
(Intensive Care Unit)." A man whose wife, Munmun, died in the fire says
that in the orthopedic ward where she suffocated, most patients were injured
and could not move to safety. (Munmun, 36, phoned husband to say she was
suffocating)
By 11 am, bodies were being moved to the SSKM
hospital, where families were asked to identify them.
Fire department officials like Mr Biswas blame the hospital for turning into a
death trap, alleging that the hospital did not have adequate fire-fighting
facilities. AMRI staff denies this. "All statutory safety and fire
licences are in place," said S Upadhay, senior vice-president of the
hospital.
Relatives of patients vandalized the reception of the hospital this morning,
upset that not enough information was being shared by staff. (Read: Family

AMRI hospital was set up in 1996, and is co-owned by the Emami and Shrachi
Groups.
AMRI HOSPITAL FIRE:
88 LIVES LOST DUE TO NEGLIGENCE
Kolkata: The massive fire at the AMRI Hospital in south Kolkata's Dhakuria may
have originated from the northwest side of the basement, forensic experts later
on Friday said. The officials visited the hospital where people perished due to
suffocation caused by the smoke.
State Forensic Research Laboratory Director Dhurjoti Sengupta said they
could not collect specimens as the basement was under two feet of water.
"When the water recedes, we will be able to make an examination," he
said.
Six owners of the hospital were arrested on Friday following the massive
fire in which at least 88 people have been killed. The six who have been
arrested are SK Todi, RS Goenka, Ravi Todi, Manish Goenka, Prasanta Goenka and
Dayananda Agarwal, and the licence of the hospital has been cancelled.
A senior Kolkata Police officer said that the six have been charged with
negligence, culpable homicide not amounting to murder and attempt to culpable
homicide.
Senior police officials revealed that the hospital was issued a warning
in July about inadequate fire safety mechanism.
Joint CP Crime, Kolkata Damayanti Sen said, "Six directors of AMRI
Hospital charged under Section 304 (Punishment for culpable homicide not
amounting to murder), 308 (Attempt to commit culpable homicide), 285 (Negligent
conduct with respect to Fire), 34 (Common intent) of IPC. Case also registered
under 11-C, 11-J & 11-L under West Bengal Fire services Act. Arrest of the
6 directors of AMRI done over FIR which was filed by Fire services
Department." Sen added, "Hospital filed an affidavit in July stating
that they will comply instructions within two months. Fire services department
got the information late from Lal Bazaar Police Control Room around 4:08
am."
All the six directors had earlier in the day surrendered before the
Kolkata police at Lal Bazar Police Headquarters following the tragedy, which is
perhaps the worst hospital disaster in the country.
The devastating fire which claimed the lives of 70 patients and three
hospital employees reportedly started at the basement of AMRI Hospital at
around 3:30 am on Friday and most of the victims died due to suffocation.
Fifty nine of the patients rescued are now admitted at different
hospitals - 42 at AMRI Mukundpur, 5 at Belle Vue Clinic, 9 at AMRI Saltlake, 1
at Calcutta Medical College and 2 at SSKM Hospital.
Relatives and family of the patients allege that the hospital was in
knowledge of the fire as early as 1 am, but most of the employees fled as soon
as the fire broke out leaving behind the patients, many of whom were in
critical condition.
The first fire tender reached the spot at only around 4:45 am and in all
30 fire tenders were pressed into service.
But even before the fire tenders reached, the flames had spread and
thick black smoke engulfed the entire annexe building of AMRI, resulting in the
fatalities.
Out of the 150 people admitted in the 161-bed hospital, 90 were rescued.
As angry relatives gathered at the hospital to look for their loved ones, they
vent their ire at the lack of relief and rescue efforts by the hospital
authorities by damaging AMRI's properties.
For several hours there was no one to assist relatives of the patients.
Angry over 'mismanagement', some relatives vandalised the reception at the main
hospital building.
AMRI Hospital is jointly promoted by the RS Goenka-led Emami Group and
the SK Todi-led Shrachi Group of companies.
West Bengal Chief Minister Mamata Banerjee rushed to the spot to take
stock of the situation and also ordered an FIR against the hospital
authorities.
There was still no clarity on what caused the fire. West Bengal Health
Minister Sudip Bandhyopadhyay said that the Government was shocked to know that
the fire safety measures were not in place in the hospital.
However, Senior Vice President of the AMRI hospital Dr S Upadhyay
claimed all the necessary fire equipment was in place.
The angry relatives of the patients who died alleged that the hospital
staff abandoned patients and did not help them rush out. They said that this
resulted in suffocation, and therefore, deaths of the patients.
The relatives alleged there was little help from hospital staff and
security personnel when the patients were gasping for breath in their beds.
"Isn't it strange that in such a fire only patients lose their
lives and not a single casualty from the hospital. They left the patients to
choke to death," said an angry relative of a patient.
Upset and angry relatives destroyed hospital property shouting slogans
against authorities for not having enough fire safety measures. The fire had
also engulfed the ICU and relatives claim that they were the ones who rescued
most patients and that help arrived much later. A few of them also heckled
officials at the spot.
The hospital announced that the family of those who have died will be
paid Rs 5 lakh as compensation. Reports said many bodies were moved to SSKM
hospital. The identification of bodies was on but sources said some of the
bodies may not be identified as they were charred.
"The fire engulfed four floors of one of the buildings of the AMRI
hospital in Dhakuria," an officer manning the city police control room
told IANS over phone.
Many of the patients who had been administered sedatives died in their
sleep, while others could only helplessly watch the smoke enter their cabins
through the doors and AC vents.
The 161-bed hospital is located in Dhakuria in Kolkata. Firemen using ladders
smashed window panes in the facade to rescue patients trapped inside the ICU,
ICCU, ITU and Critical Care units.
Fire Services Minister Javed Khan said the fire spread because of stocks
of highly combustible material. The hospital also did not have proper
fire-fighting equipment, he said.
Fire brigade sources said that firemen were trying to locate oxygen
cylinders stocked on the floors, as the fire could make them explode.
