japan ECONOMIC OVERVIEW
In the years following World War
II, government-industry cooperation, a strong work ethic, mastery of high
technology, and a comparatively small defense allocation (1% of GDP) helped Japan
develop a technologically advanced economy. Two notable characteristics of the
post-war economy were the close interlocking structures of manufacturers,
suppliers, and distributors, known as keiretsu, and the guarantee of lifetime
employment for a substantial portion of the urban labor force. Both features
are now eroding under the dual pressures of global competition and domestic
demographic change. Japan's industrial sector is heavily dependent on imported
raw materials and fuels. A small agricultural sector is highly subsidized and
protected, with crop yields among the highest in the world. While
self-sufficient in rice production, Japan imports about 60% of its food on a
caloric basis. For three decades, overall real economic growth had been spectacular
- a 10% average in the 1960s, a 5% average in the 1970s, and a 4% average in
the 1980s. Growth slowed markedly in the 1990s, averaging just 1.7%, largely
because of the after effects of inefficient investment and an asset price
bubble in the late 1980s that required a protracted period of time for firms to
reduce excess debt, capital, and labor. Modest economic growth continued after
2000, but the economy has fallen into recession three times since 2008. A sharp
downturn in business investment and global demand for Japan's exports in late
2008 pushed Japan into recession. Government stimulus spending helped the
economy recover in late 2009 and 2010, but the economy contracted again in 2011
as the massive 9.0 magnitude earthquake and the ensuing tsunami in March
disrupted manufacturing. The economy has largely recovered in the two years
since the disaster, but reconstruction in the Tohoku region has been uneven.
Newly-elected Prime Minister Shinzo ABE has declared the economy his
government's top priority; he has pledged to reconsider his predecessor's plan
to permanently close nuclear power plants and is pursuing an economic
revitalization agenda of fiscal stimulus and regulatory reform and has said he
will press the Bank of Japan to loosen monetary policy. Measured on a
purchasing power parity (PPP) basis that adjusts for price differences, Japan
in 2012 stood as the fourth-largest economy in the world after second-place
China, which surpassed Japan in 2001, and third-place India, which edged out
Japan in 2012. The new government will continue a longstanding debate on
restructuring the economy and reining in Japan's huge government debt, which
exceeds 200% of GDP. Persistent deflation, reliance on exports to drive growth,
and an aging and shrinking population are other major long-term challenges for
the economy.

subsidiaries, the Company is also involved in the processing of metal plates
and the manufacturing of processed machinery parts, cast parts and dies.
Headquartered in Tokyo, HINO MOTORS has 71 subsidiaries and 28 associated
companies in Japan, Thailand, the United States, Australia and Indonesia.
The Company's line of trucks includes Super Dolphin
Profia Teravie, a heavy-duty truck; Ranger-Pro, a medium-duty truck, and Dutro,
a light-duty truck. Hino Motors offers two models of large-sized bus: Selega R
and Blue Ribbon City; two models of medium-sized bus: Melpha 9 and Rainbow, and
three models of small-sized bus: Melpha 7, Liesse and Liesse II. In Japan, it
sells trucks and buses through a nationwide network of 43 dealers. Of these, 27
are consolidated subsidiaries. In April 2003, Hino Motors began producing
completely finished trucks. Instead of using truck body manufacturers, the
Company has transferred some assembly processes to in-house facilities. Hino
Motors has a completely integrated truck chassis and body assembly capability
in the light-duty truck category, a change that will help strengthen its earnings
base and reduce delivery times.
During the fiscal year ended March 31, 2003 (fiscal
2003), sales of Hino Motors' trucks and buses in Japan grew 1.9%, or 663 units,
to 34,857 units, largely on a par with fiscal 2002. Sales of heavy-duty trucks rose
3.5% to 10,655 units, representing an increase in market share of 0.1 of a
percentage point to 28.2%. Sales of medium-duty trucks grew 1.9% to 12,031
units, representing a stable market share of 29.3%, a slight year-on-year
decline of 1.1 percentage point. In the domestic market for light-duty trucks,
sales remained stable at 10,120 units, an increase in market share of 0.1 of a
percentage point to 10.6%. Domestic sales of buses produced by Hino Motors rose
2.1% to 2,051 units. Sales of Hino Motors' trucks and buses overseas, primarily
in Southeast Asia, jumped 20.0%, or 4,295 units, to 25,743 units. Hino Motors
recorded an increase in vehicles manufactured under commission to TMC, with
production up 35.9%, or 50,698 units, to 191,743 units. Driving this increase
were strong sales of HiLux models, mainly to the Middle East, and HiLux Surf
variants, following a full model relaunch in November 2002.
Diesel-powered vehicles in Japan will need to
conform to new, stricter emissions regulations from October 2003. As the
deadline nears, many commercial vehicle users are updating their fleets. As one
of Japan's suppliers of diesel powertrains, Hino Motors has always given
priority to resolving environmental issues associated with diesel engines. The
Company has created greener diesel engines by developing and incorporating the
latest innovations in emissions control technology, such as common rail fuel
injection systems, electronically controlled Variable Geometry turbochargers,

Product Recalls
In January 2012,
the company recalled Hino 300 series vehicles in Australia. Reason for this
recall is an error in the casting of the steering wheel boss and the horn harness
could be damaged or cut off when the steering wheel is turned. In 2012, the
company also recalled steering component in the US in the models Hino Ne8j,
which affects around 62 vehicles. Power Train component has been responsible
for the recall of the company’s Hino Nv8j Power Train in 2012. Similarly,
various other products of the company have been recalled in 2011 and 2012,
affecting its revenues. Product recalls also affect its long-term performance
by reducing customer confidence.
Declining Cash Reserves

reported a decrease in its cash and cash equivalents for the fiscal year ended

Fuel Efficient Vehicles
The company could
find increased opportunities with fuel efficient vehicles, which feature
advanced technologies such as hybrids, clean diesel engines, flexible-fuel
ethanol vehicles and a turbocharged direct injection system. The company
converted three assembly plants in North America to support the demand for

factory would produce KD parts to be assembled at overseas plants. The plant
could launch its operation in spring of 2012. The plant will play a key role in
supporting the company in terms of production and supply to grow in global
markets and attain worldwide sales of 230,000 units. This new plant will also
serve as the mother factory which could transmit technologies and skills to
other plants of the company worldwide.
Threats
Rise in Input Costs
The increasing
price of raw materials could concern the company. The key raw materials used in
the automobile industry include rolled steel, aluminum, glass, plastic and
other resin materials. As per the Bureau of Labor Statics, producer price
indexes for core raw material inputs such as rolled steel, primary aluminum,
plastic materials and resins have increased by 95.81%, 90% and 85.27%
respectively for the last decade. Thus rising input costs could have a major
impact on the operational costs of the company, which could not be easily
transferred to the customers as the intense competition could lure away its
customers through their low price offerings. As a result, the margins of the
company could be affected.
Growing Competitive Market
The intense competition
existing in the global automotive industry poses threat to the company. Due to
the increasing number of new players added, the overall manufacturing capacity
in the industry is currently exceeding the demand. Such excess capacity has
been leading to the principal competitors of the company offering marketing
incentives such as subsidized financing, price rebates, leasing programs and
others on the vehicles, in order to sustain and improve their market share.
Higher competition is leading to the company’s inability to increase prices
of its products to an extent that would offset cost increases of raw materials,
or the adverse currency fluctuations in the US and the European markets. The
company could be impacted due to the growing competition in the market. The
company faces firm competition from players like AB Volvo, Tata Motors.,
DaimlerChrysler AG, Isuzu Motors Limited, and Navistar International
Corporation and other international players. Rising competition may also force
the company to reduce its prices which in turn may adversely affect its
margins.
Strict Emissions Control
The company could
face increased challenges due to the imposition of new emission and safety
standards in various countries. Japan has emissions regulations for motorcycles,
which is applicable to all types of engine displacement. Some aspects of these
regulations, such as standards for hydro-carbon levels and durability, are
stricter than the current European regulations, namely the Euro3 regulations.
The Ministry of Land, Infrastructure and Transport (MLIT) introduced the
Worldwide Harmonized Motorcycle Emissions Certification Procedure (WMTC) and
its applicable standards in 2010. It will apply to new models from October 1,
2012. In the US, emissions regulations for off-road motorcycles and ATVs were
introduced in 2006. The EPA adopted the current California emissions standards
for on-road motorcycles on a national basis, two years behind California. The
new regulations include fuel permeation requirements rather than traditional
evaporative emission standards. The EPA introduced more stringent exhaust
standards and new evaporative emission standards for fuel tanks and fuel lines
that are used in small non-road engines. The regulation is effective for the
2011 model year for Class II engines (above 225 cc), the 2012 model year for
Class I engines (less than 225 cc, used in non-handheld applications) and for
2010 handheld products. Europe maintains emissions regulations (Euro3) for
motorcycles, and the 'Motor Cycle (& Moped)- Whole Vehicle Type Approval
(WVTA)', a uniform certification system for two and three-wheeled motor
vehicles. The Euro3 regulations are the most stringent class standard for
motorcycles. Euro3 regulations have been in effect from January 2006. The European
Commission introduced a recast proposal of WVTA which contains Euro4, Euro5 and
Euro6 stage regulations. In China, an exhaust emission standard was introduced
on March 1, 2011. Its requirements, based on the European exhaust emission
regulation, are applicable to small spark-ignition engines for non-road mobile
machinery with 19kW or less.

Jiji Press
reported that ISUZU MOTORS LTD and HINO MOTORS LTD informed Japan's transport ministry
on August 27, 2013 that they are recalling about 1,900 buses in total because
of a possible door sensor defect. ISUZU's recall affects a total of 1,104 units
of Erga and Erga Mio made between May 2009 and May 2013.
