INDIAN ECONOMIC OVERVIEW
India’s current account deficit for the fiscal third quarter ended
September 2013 narrowed to $4.2 billion or 0.9 % of the gross domestic product from
$31.9 billion or 6.5 % of GDP a year earlier, thanks to a pick-up in exports
and moderation in gold imports. Manufacturing activity and new orders in India
showed their strongest growth in a year in February. The news comes as a relief
after data showed Asia’s third largest economy grew by a slower-than-expected
4.7 % annually in the three months through December. The HSBC Manufacturing
Purchasing Managers’ Index which gauges the business activity of India’s
factories but not its’ utilities, rose to 52.5 in February, its highest in a
year from 51.4 in January. Overall new orders for factory goods which rose to a
one-year high of 54.9 contributed to the surge. China has emerged as India’s
biggest trading partner in the current financial year replacing the United Arab
Emirates and pushing it to the third spot. India-China trade has reached $49.5
billion with a 8.7 % share in India’s total trade. The US comes second at $46
billion with 8.1 % share during the first nine months of the current financial
year.
The Reserve Bank of India has granted an additional nine months to the
public to exchange currency notes printed before 2005 including Rs 500 and Rs 1,000
denominations, pushing the deadline to January 1, 2015. A day before dates for
the Lok Sabha polls were
announced, the government decided to hike interest rates on fixed deposit
schemes offered by post offices up to 0.2 per cent. The new rates will be
effective April, 1. The Supreme Court will resume hearing on March, 11 Nokia’s
appeal against a ruling over transferring ownership of its local mobile phones
plant which is the subject of a tax dispute to Microsoft Corp.
In the last days of the current Government, another scam has surfaced. The
defence ministry has ordered a probe into Hindustan
Aeronautics Limited’s contracts from Britain’s
Rolls-Royce Holdings worth at least $ 1.2 billion. The Central Bureau of
Investigation will look into allegations that over $80 million was paid in
kickbacks in a deal signed in 2011. India has asked Boeing Co. to find a
solution for problems with state-owned Air India’s 787 Dreamliners.
The aircraft has experienced a series of malfunctions since its debut in 2011.

OBJECTIVES
The main objectives of the Nirmal Bharat Abhiyan (NBA) are as under:
· Bring about an improvement in the general quality of life in the rural areas.
· Accelerate sanitation coverage in rural areas to access to toilets to all by 2017.
· Motivate communities and Panchayati Raj Institutions promoting sustainable sanitation facilities through awareness creation and health education.
· In rural areas, cover schools and Anganwadis by March 2013, with sanitation facilities and promote hygiene education and sanitary habits among students.
· Encourage cost effective and appropriate technologies for ecologically safe and sustainable sanitation.
· Develop community managed environmental sanitation systems focusing on solid and liquid waste management.
STRATEGY
The strategy is to make the Programme community led and people centered. A demand driven approach is to be adopted with increased emphasis on awareness creation and demand generation for sanitary facilities in houses, schools and for cleaner environment. Alternate delivery mechanisms would be adopted to meet the community needs. Subsidy for individual household latrine units has been replaced by incentive to the poorest of the poor households. Rural School Sanitation is a major component and an entry point for wider acceptance of sanitation by the rural people. Technology improvisations to meet the customer preferences and location specific intensive IEC Campaign involving Panchayati Raj Institutions, Co-operatives, Women Groups, Self Help Groups, NGOs, etc. are also important components of the strategy. The strategy addresses all sections of rural population to bring about the relevant behavioural changes for improved sanitation and hygiene practices and meet their sanitary hardware requirements in an affordable and accessible manner by offering a wide range of technological choices.
IMPLEMENTATION
Implementation of NBA is proposed on a project mode. A project proposal emanates from a district, is scrutinized by the State Government and transmitted to the Government of India (Department of Drinking Water And Sanitation, Ministry of Rural Development). NBA is implemented in phases with start-up activities. Funds are made available for preliminary IEC work. The physical implementation gets oriented towards satisfying the felt-needs, wherein individual households choose from a menu of options for their household latrines. The built-in flexibility in the menu of options gives the poor and the disadvantaged families opportunity for subsequent upgradation depending upon their requirements and financial position. In the “campaign approach”, while a synergistic interaction between the Government agencies and other stakeholders, intensive IEC and advocacy, with participation of NGOs/Panchayati Raj Institutions/resource organizations, take place to bring about the desired behavioural changes for relevant sanitation practices, provision of alternate delivery system, proper technical specifications, designs and quality of installations are also provided to effectively fulfill the generated demand for sanitary hardware. The NBA is being implemented with a district as unit. The States/UTs are expected to prepare NBA Projects for all the districts and submit before the Government of India for sanction. The NBA Project cycle in the Project Districts is expected to take about 4 years or less for implementation.
SWAJALDHARA YOJANA:
Emphasizing the need for taking up community based rural water supply programmes and to open up the reform initiatives in the rural drinking water supply sector, Government of India has introduced a programme called Swajaldhara, which was launched by the Prime Minister of India on 25th December 2002.
Water supply is ensured to the rural population by Piped Water Supply Schemes (PWSS) and Spot Source Water Supply Schemes (SSWSS). A PWSS is adopted to cover a larger population and also when there is the need of proper treatment of raw water. A SSWSS is adopted to cater smaller population and also where the raw water requires no or minimum treatment.
This programme is dependent on community participation based on empowerment of villagers to ensure their full participation in the project through a decision making role in the choice of the drinking water scheme, planning, design, implementation, control of finances and management arrangements.
The ownership of drinking water assets vests with community/panchayat itself.
The minimum share of community contribution for 40 litres per capita per day (LPCD) will be 10% of the estimated capital cost of the project and funding by the Govt. of India would be restricted to 90% of the capital cost.
The community contribution towards the capital cost of the schemes could be in the form of cash/kind/labour/land or combination of these. However, at least 50% of the community contribution will have to be in Cash. In case community contribution is more than 10% of the scheme cost, the excess amount shall be taken into operation and maintenance fund.
The community contribution need to be just 5% of the estimated capital cost of the project if more than 50% of the population within that community comprises of Scheduled Cost/Scheduled Tribe.
Work on Ground Water
Quality by PHED:
The drinking water supply in the state is primarily dependent upon the ground water.
The state government had conducted testing of 10% of government sources (45,000 sources) in the year 2002-2003 for 15 parameters except Arsenic.
Result revealed the existence of chemical contamination like Fluoride and Iron in the different part of the state.
Arsenic contamination in ground water was noticed in Simariya Ojhapatti village of Bhojpur district in October 2002.
After noticing of Arsenic presence in ground water in Simariya Ojhapatti, the department conducted testing of ground water in 10 km stretch bordering river Ganga and over 80000 water sources spreading over 65 blocks of 11 districts were tested for Arsenic.
The test results were positive and the ground water in 892 habitations were found to be contaminated with Arsenic > 50ppb (as per BIS standard 50ppb was permissible limit).
Similarly to find out the spread up of Fluoride in the six districts, 44355 existing government water sources of six districts were tested during 2005-2006.
After finding of chemical contamination in ground water, department had planned for comprehensive water testing of 2,70,318 water sources spread up in all districts of Bihar in year 2007-08.
