ARMENIA - ECONOMIC OVERVIEW
Under the old Soviet central planning system, Armenia developed a modern industrial sector, supplying machine tools, textiles, and other manufactured goods to sister republics, in exchange for raw materials and energy. Armenia has since switched to small-scale agriculture and away from the large agroindustrial complexes of the Soviet era. Armenia has only two open trade borders - Iran and Georgia - because its borders with Azerbaijan and Turkey have been closed since 1991 and 1993, respectively, as a result of Armenia's ongoing conflict with Azerbaijan over the separatist Nagorno-Karabakh region. Armenia's geographic isolation, a narrow export base, and pervasive monopolies in important business sectors have made it particularly vulnerable to the sharp deterioration in the global economy and the economic downturn in Russia. Armenia is particularly dependent on Russian commercial and governmental support and most key Armenian infrastructure is Russian-owned and/or managed, especially in the energy sector, including electricity and natural gas. Remittances from expatriates working in Russia are equivalent to about 20% of GDP and partly offset the country's severe trade imbalance. Armenia joined Russia in the Eurasian Economic Union upon the bloc’s launch in January 2015, even though the ruble’s sharp depreciation in December 2014 led to currency instability, inflation, and significant decrease of export from Armenia to Russia. Armenia joined the WTO in January 2003. The government has made some improvements in tax and customs administration in recent years, but anti-corruption measures have been ineffective. Armenia will need to pursue additional economic reforms and to strengthen the rule of law in order to regain economic growth and improve economic competitiveness and employment opportunities, especially given its economic isolation from two of its nearest neighbors, Turkey and Azerbaijan.

on Vladimir Gasparyan :
Vladimir Gasparyan
was born in the city of Tallinn, Estonian SSR, on September 9, 1958.
During 1976-1978,
he served in the USSR armed forces.
From 1982 to 1985
Vladimir Gasparyan was first a junior inspector of the operational
investigative group at the Criminal intelligence division of the Yerevan
Department of the Ministry of Internal Affairs, then – a militiaman of the SPS
militia regiment.
During 1985 - 1989
Vladimir Gasparyan studied at Volgograd High School of Investigations of the
USSR Ministry of Internal Affairs and was awarded a Graduate Diploma in
Jurisprudence.
From 1989 to 1992
he was an investigator of the Investigation division of the Leninyan Department
of Internal affairs.
From 1992 to 1992
Vladimir Gasparyan was an assistant to the Minister of Internal affairs of the
Republic of Armenia for special assignments, Head of the Kotayk and Abovyan
Department of Internal Affairs.
From 1992 to 1993
he was the acting Deputy Minister of Internal Affairs of the Republic of
Armenia.
From 1993 to 1995
he was the Head of the Sevan, Etchmiadzin and Armavir Territorial Departments
of Internal Affairs respectively.
In 1995 Vladimir
Gasparyan was removed from the Ministry of Internal Affairs and transferred to
another position.
From 1995 to 1997
he was the first deputy Military Prosecutor of the Republic of Armenia, later –
the acting military Prosecutor of the Republic of Armenia.
From 1997 to 2010
Vladimir Gasparyan occupied the position of the Head of the Military Police of
the RA Ministry of Defence.
Pursuant to a
Presidential decree issued on August 16, 2011, Vladimir Gasparyan was conferred
the rank of Major General.
From 2010 to 2011
he was the RA Deputy Minister of Defense.
Pursuant to a
Presidential decree issued on September 3, 2011, Vladimir Gasparyan was
conferred the rank of Lieutenant General.
Vladimir Gasparyan
was appointed as the Head of Police of the Republic of Armenia in accordance
with a Presidential decree issued on November 1, 2011.

Hunan Poghosyan
was born on May 30, 1964 in the city of Yerevan. He graduated from Yerevan
State University with a degree in Law.
Hunan Poghosyan
served in the USSR armed forces.
During 1991-1993
he worked first as an inspector, police detective in the Inspectorate for
Juvenile Proceedings, and then as a senior police detective in Criminal
investigation unit at the Shahumyan Internal Affairs Division, in 1993-1995 he
was the Head of the Criminal Investigation Department at Mashtots Internal
Affairs Division, from 1995 to 1996 he was the Deputy Head of the Criminal
Investigation Department, from 1996 to 1999 Hunan Poghosyan was the Head of the
Criminal Investigation Department, from 1999 to 1999 he was the Head of
Mashtots Internal Affairs Division, from 1999 to 2000 he was the Head of the
Central Internal Affairs Division, in 2000-2001 Hunan Poghosyan was the Head of
Arabkir Internal Affairs Division, from 2001-2004 he was the Deputy Head of
operations at the Internal Affairs Department of Yerevan city, from 2004 to
2008 he was the Head of Ararat Regional Department of the RA Police, from
2008-2010 he was the Head of the General Department of combating organized crime of the RA Police.
In 2010 he was assigned the First Deputy Head of the RA Police. In 2010 he obtained the rank of the Police
Major-General.
By the Decrees of
the President of the RA he was awarded: in 1998 the Order for Valor, in 2006
was awarded a medal for Excellent Maintenance of Public Order, and in 2006 by
the Decree of the President of
Nagorno-Karabakh Republic he was awarded a medal for Active Service.
In 2011 by the
decree of the President of the RA he was awarded a 1-st class medal for
“Distinguished Service to Fatherland”, in 2012 he was awarded a Service Medal
by the Prime-Minister of the RA.
He was also
awarded various departmental medals of the RA Police, RA Ministry of Defense,
National Security Service, and Ministry of Internal Affairs of the Russian
Federation.
He was awarded a
Weapon of Honor by the Head of the RA Police.
Pursuant to an
Presidential decree issued on April 15, 2014, Hunan Poghosyan was conferred the
rank of «Police Lieutenant General».
