PROFILE:
Bangalore University is located in the Garden City of Bangalore aptly hailed as the “I.T. Capital of India”, was established in July 1964 as an off shoot of the University of Mysore, primarily to include institutions of higher learning located in the metropolitan city of Bangalore and the districts of Bangalore, Kolar and Tumkur, which eventually became a separate university. Initially, the two premier colleges of the city, the Central College (CC) and the University Visvesvaraya College of Engineering (UVCE) formed the nucleus of Bangalore University.
Soon after the establishment of Bangalore University, as a first step in the re-organization of courses instructions, the University introduced Honours Courses in the year 1965-66. Three year Honour’s courses in Botany, Chemistry, Economics, English, Geology, Kannada, Mathematics and Zoology which were offered only at the University Post Graduate Departments have attracted many brilliant students. Honours passed students were admitted to Post Graduate Courses on priority and B.A./B.Sc. graduates, who marginally missed admission to the Post Graduate Courses were given an opportunity to join the final year Honours course and seek admission to Post Graduate Courses, thereafter. Since 1964, Bangalore University has grown both in size and strength to include a large number of affiliated colleges, P.G. Centers with a rich diversity of programme options. In consonance with this expansion, in 1973, the University moved into a new campus named ‘Jnana Bharathi’ (JB) located on a sprawling 1100 acres of land and shifted many of its post graduate departments to this newly established campus. At present, the JB Campus houses the office of the Vice Chancellor, Registrar, Registrar (Evaluation), Finance Officer and a large number of post graduate departments, Directorates, Centres of higher learning, NSS Bhavan, Outdoor Stadium and other support services. The University Law College, started in 1948 and The College of Physical Education, started in 1959 are located in the JB Campus.
The University has also established Gandhi Bhavan, Dr. B.R. Ambedkar Study and Research Centre, and Centre for Study on Social Exclusion and Inclusive Policy. Bangalore University has completed Fifty-two years of fruitful existence and has come to be hailed as one of the largest universities of Asia. Though originally intended to be a federal university, it has eventually emerged as an affiliating University. The University was first accredited in 2002 by NAAC with Five Star Status, re-accredited in the years 2008 and Nov. 2016 in 2ndand 3rd Cycles with ‘A’ Grade.
According to QS University Ranking: BRICS-2016, an international agency ranked Bangalore University at 151st position amongst BRICS nations. As per Hansa Research Survey 2016 published in THE WEEK-May 29, 2016 issue, Bangalore University is ranked at No. 15 in the Top Multi-disciplinary Universities at All India level, at No.9 in the Top State Multi-disciplinary Universities, No.5 in the South Zone and No.1 in the State of Karnataka.
Academically, the University is structured into six faculties- Arts, Science, Commerce & Management, Education, Law and Engineering. It has 48 Post Graduate Departments, One post graduate Centre at Kolar, (started during 1994-95), four University colleges, 684 affiliated colleges and several other Centres and Directorates of higher learning and research under its purview. PRESS RELEASE:
CD SCAM AT BANGALORE
UNIVERSITY: WHO WILL FACE THE MUSIC?
12.03.2018
Applicants to BU’s distance learning programme (even second-years) are being forced to buy a promotional music CD for which no approval has been given by V-C or Registrar as students who signed up have to mandatorily shell out inr 550.
Students who signed up for Bangalore University’s distance learning programme are complaining that they are being forced to buy a music CD for INR 500 that extols the virtues of distance learning. The department of distance education had released this promotional CD (consisting of seven tracks) on February 9. Strangely though, when BM checked with the in-charge Vice-Chancellor and registrar, they said no permission had been granted to sell the CD to students.
Applicants claim that they were paying INR 500-550 over and above the course and admission fees for the CD. And those who refuse it where not being given the required approvals or the ID card.
A second-year student told BM: “I submitted a DD at the office and got a
receipt for application and admission fees, which had to be taken to the main
office where they issue ID cards and study materials.”
“When we went there, they asked us to buy this CD for INR 500; some even paid INR 550. I paid INR 500 because they told us they will not sign the form or issue the ID card and study materials otherwise. If I had any concerns, they asked me to go meet the director,” said the student.
When BM brought this to the notice of Prof V Sudesh, in-charge vice-chancellor of BU, he said: “The CDs were not meant for selling to students. It has not been brought to the notice of university officials nor have I signed any papers granting permission for this.”
The registrar of the university, Prof BK Ravi, was also of the same opinion. He said, “This is absolutely not true. Such things can’t be done without the university’s permission.”
Prof BC Mylarappa, director of Directorate of Correspondence Courses and Distance Education, is the man behind bringing up the department to life when the distance education programme in the university was de-recognised.
When this reporter called up BU to know about the CD, the official said: “It is mandatory for every student to buy a CD.” However, when we later called up as a journalist, Mylarappa said: “But, I am really shocked to listen to this that these CDs are being sold in my office. This CD has great value and many stalwarts have worked on it. I am wondering how such a thing can happen. I will start an inquiry on that and I will see what has happened. I will meet the VC and I will give you a report on that.”
However, officials in the university also backed the selling of the CD saying it was done as an “audio-visual aid” for students.
The music CD titled ‘Doora Shikshana’ (distance education) has all the higher-ups of the university including the VC, registrar, registrar of evaluation and finance officer, on the cover. The cover also has pictures of NR Shetty, former VC of BU, KPSC chief Sham Bhatt and Sandalwood actor S Narayan, as well as reformer Jnana Prakash Swamiji and BC Myalarappa, director of distance education.
Of the seven songs, four have been sung by Mylarappa himself.
Mylarappa had released the CD with a high profile event,
gathering a crowd of more than 1,000 students from across the city.
A student, who did not want to be named, said: “We were all asked to come and sit for the programme. Back then, we wouldn’t have guessed that we’ll have to pay to buy this CD to get admission into the second-year.”
The student wanted to know what good will this CD do to her. “Why should we pay for this? This is really absurd. They should not enforce such things meant for their own profile building,” she said.
BU’s distance education programme got recognised by the University Grants Commission (UGC) in 2017 and the status was granted for the year 2017-18.
