HISTORY:
Doordarshan, a
Public Service Broadcaster, is the largest terrestrial network in the world.
The service was started on 15th September, 1959 to transmit educational and
developmental programmes on an experimental basis with half an-hour
programming. A major land-mark was the introduction of colour television in
1982 with Asia 82 (9th Asian Games) which ushered in a major revolution in
broadcasting in the country. This was followed by a phase of rapid expansion of
Doordarshan when, in 1984, DD installed a transmitter in the country more or
less every day. With this, the reach of television increased far and wide.
As on
31st March 2005, Doordarshan has 1314 transmitters (1188 for DD 1 + 121
for DD 2 + 5 others) with 56 studio centres and 23 satellite channels (which
includes Gyandarshan).
The flagship of
Doordarshan - DD 1 (National) operates through a network of 1188 transmitters
of varying power, covering 77.5% of the land area and 89.6% population of
India.
The primary channel
of Doordarshan (Doordarshan-I) has 3 major components of programme contests -
information, education and entertainment. The information component consist of
News and Current Affairs. The education component is drawn from the
contributions from IGNOU, UGC, CIET, SIET and other Sponsored programmes like
TURNING POINT (Science magazine) and Tera Quiz (a programmes on environment).
Public Service Broadcasts also form a part of educational programmes which deal
with programmes on women's issues and programmes produced by Public Service
Broadcasting Trust. The live interactive show "Hum Hazir Hain"
presents persons of eminence before the audience as a part of public service
broadcast.
Doordarshan has
made a significant contribution to accelerate socio-economic change, promote
national integration and stimulate scientific temper. Being a Public Service
Broadcaster, it strives to carry messages in its programmes on means of population
control and family welfare, agricultural information and knowledge,
preservation of environment and ecological balance, highlighting the need for
social welfare measures for women, children and the less privileged. It also
promotes games and sports, and the artistic and cultural heritage of the
country.
DD-Sports
The 1982 Asian Games hosted by India in Delhi was a turning point in the history of Doordarshan.
Doordarshan again made history on March 8, 1999 when the Prime Minister launched an ‘Indian Satellite Sports Channel’— dedicated to sports. The original 6 hours daily duration was increased to 12 hours on April 25, 1999. From June 1, 2000 the channel went on air round the clock. The sports channel which was encrypted from September 15, 2000 once again became a free to air channel on July 15, 2003.
Available on both analog and digital mode on PAS-10 from August 6, 2001 the channel is received in 34 countries of Middle East, CIS and neighbouring countries and also in European and African Regions.
The DD-Sports channel dedicated to coverage of sports events
of National/International importance consists of 6 hours fresh programmes
(live/ deferred live and in-house) 1.2 hours of acquired programmes and 16.8
hours of repeat segment.
During the past two years a number of major national and
international events covered live/deferred live or recorded telecast on the
DD-Sports Channel. Some of these events were:

In addition to the above, DD-Sports also covered important events in the following sports Hockey/ Football/ Chess/ Athletic/ Swimming/ Archery/ Badminton/ Wrestling and Rural games. Most of the events were covered under the existing agreements made with Sports Federations.
Some programmes acquired for telecast on DD-Sports are: Olympic Build up, Adventure, International, Magazine shows, News based shows, Personality Oriented, Indigenous/Tribal Games of India.
DD-News Channel
Doordarshan as a public broadcaster has been successfully discharging its special responsibility to give balanced and unbiased news without sensationalizing as well as by carrying different shades of opinion. Considering the perceived need for a dedicated news channel on Doordarshan’s platform and building on its twin advantage, viz., viewers loyalty to DD’s in-house news bulletins and the greater revenue potential on account of DD-Metro’s terrestrial reach, the Prasar Bharati Board approved the proposal to start a 24-hours news channel in place of DD-Metro. This was subsequently approved by the Union Cabinet in its meeting held on 3 October 2003. Consequent to these decisions, DD-News channel was launched on 3 November 2003 by converting DD-Metro into a 24-hours news channel. Its terrestrial reach is 21.6% by area and 44.9% by population of the country.
DD News quickly gained popularity among the viewers, exceeding its commercial revenue target of Rs. 20.000 millions, for 2003-04, and the channel earned Rs. 100.000 millions. The popularity of the channel amongst advertisers continues unabated and the revenue figures for the current year (04-05) have already crossed Rs. 100.000 millions.
A wide variety of programmes, in different formats, were
launched on the channel. A few of these are listed below:
· Extensive coverage of the SAARC Summit held in Islamabad, including live news bulletins from there – A First for Doordarshan.

Special series on the Indo-Pak cricket series held in
Pakistan.
·
Special programmes in the run up to, and the subsequent
coverage of the General Elections 2004.
·
Special news bulletins devoted to business, sports and
the states.
·
Current Affairs programmes on Health, Crime, Films,
Foreign Affairs, Issue of the Day.
·
Continuous scrolling of news headlines throughout 24
hrs transmission and updating of the same and telecast of news digest on hourly
basis.
·
Scrolling of stock ticker during the weekdays.
Marketing Division
Objectives
In view of the highly competitive television scenario, a need was felt for Doordarshan to have an in-house marketing set up, so that
· It can be directly in touch with the market
· To enable DD to market the channel as a whole rather than in a piecemeal manner.
· There is a single face and identity for DD in the market which was till now being represented through private producers selling an assortment of programmes.
· To enable DD to market select in-house properties and to package them effectively and reach out and respond to the market requirements as quickly as possible.
International Marketing
Division
Foreign Revenue
This division
provides material for sale on programmes/footage to foreign buyers as well as
within country as per their requirement, at the approved rate of Doodarshan. It
also brings out updated catalogue of in-house programmes from time to time for
distribution, to different Embassies as well as different channels. Further,
this section co-ordinates the up-linking facilities and provides other
technical facilities as per requirement of the foreign/local agencies as per
rule through Engineering Wing.
DD- Annual Awards-2003
The DD Annual Awards were presented at the Awards function
held on 22nd November 2003 in Mumbai. A jury whose members previewed
entries in 32 different categories selected the awardees. Some categories introduced for first time
included best film based programmes, best Health/ Kalyani programme, best Soap
opera, an innovative idea leading to financial savings, best literary
adaptations of acclaimed works. Four special awards were also included for
outstanding performance in various fields. Seven awards for Engineering Wing, Five
awards for best Administration work and seven awards for news personalities
were also included in this function.

Situated in Delhi the Central Production Centre (CPC) is currently
responsible for managing the transmission to two 24-hour channels i.e.
DD-Sports & DD-India and for the production of special programmes for

INTRODUCTION
BACKGROUND
Ministry of
Information and Broadcasting, Government of India constituted a Committee
comprising the following to carry out a comprehensive review of Prasar Bharati:
Mr. Naraynamurthy
suggested that Mr. Sen be appointed as the Chairman of the Committee. The Committee unanimously agreed to this suggestion.
A total of nine
meetings have been held consequent to the first meeting with Shri Arun Jaitley,
Minister of Information and Broadcasting.
The Committee was
briefed to study the working of the Prasar Bharati and, keeping in view its
responsibility as a public service broadcaster, to make appropriate
recommendations with regard to its organisation structure, legal framework,
systems and all other relevant areas to ensure quality, credibility and
professionalism within the organisation.
Members of the
Committee met the Prasar Bharati Board on two occasions and also sent to them a
draft of the key recommendations. The
Committee is most indebted to the Prasar Bharati Board for their suggestions
and comments.
The Committee meet
a large cross section of working groups from within Doordarshan and All India
Radio. The meetings were of very
considerable help to the Committee. In
addition, the Committee is grateful to the large number of persons who have
provided useful advice, both, as individuals as well as groups. These include
advertisers and advertising agencies, production companies, media specialists
and many others.
However, the
Committee wishes to state that they are solely responsible for the
recommendation made in the report. The
members were conscious of its responsibility in providing advice and direction
to an organisation, Prasar Bharati, which is concerned with development of
media and communication as a public broadcaster within the largest democracy in
the world.
THE MISSION AND OBJECTIVES FOR PRASAR
BHARATI
The Committee would
like to see Prasar Bharati, as the public broadcaster, playing an important and
critical role in determining the direction and thrust of broadcasting in India
by setting standards through programmes that are meaningful, absorbing, diverse
in content, innovative in design and of the highest quality.
However, the role
of Prasar Bharati goes beyond this. The power of the broadcast medium is
acknowledged, especially in areas like agenda setting, information transfer,
experience sharing, motivation and mobilisation. The Committee believe that Prasar Bharati can play a major role
in spreading knowledge and education; in countering superstition and promoting
a modern scientific attitude; in fostering social change and in catalysing
development.
Of course, the
medium must, also, provide entertainment; and, indeed, this is its main
strength. However, care should be taken
to ensure that, for Prasar Bharati, advertising revenue earned by selling
entertainment programming does not become the only yard stick for judging the
performance of this organisation. Alternative indices, related to audience
size and share, programme content, quality and impact are more meaningful and
must be used. Once the vision and framework
of Prasar Bharati are clearly defined, then, within these, revenue maximisation
should be a goal.
The mission of an
organisation defines broadly its purpose to its stakeholders. It helps to set the overall direction and provides
a touchstone in deciding what it should do and, importantly, what it should not
do. They feel that a clearly
articulated mission is of particular importance to Prasar Bharati, in order to
steer the organisation on a course that is in line with the key objectives
underlying its creation.
The mission and
objectives of Prasar Bharati need clear articulation. This is essential so that Prasar Bharati, on one hand, resists
the temptation of the commercial market; and, on the other hand, also resists
the power of political pressures and patronage.
Most important of
all, Prasar Bharati must ensure that it meets its central mandate of providing
its audience with programmes that inform, educate and entertain.
The mission statement that they would commend
for adoption by Prasar Bharati is as follows:
